CONSULTANT REQUIRED
ActionAid International Zimbabwe seeks to engage a Consultantto conduct a DTV baseline survey on promoting of environment , social, economic and cultural rights of communities living in mining areas of Eastern Zimbabwe. The baseline data will provide the minimum information required to assess the quality of activity implementation and measure the development results of the DTV project and provide recommendations for implementation.
OBJECTIVES OF THE CONSULTANCY
The objective of the consultancy is to undertake a baseline survey to inform the activity monitoring plan. Specifically, the survey should address the following:
· The extent to which the expected results of the project address the rights and need of girls, boys, men and women, and are consistent with equity focused national development priorities.
· The extent to which the project’s design relates to or responds to community challenges.
· Assess sustainability in terms of the overall management and structure of the project particularly focusing on the potential of the program to be owned by the local people and for it to continue beyond the lifetime of the grant.
PROPOSED METHODOLOGY
The survey team will need to interact with various stakeholders which will include women, men and youths affected by mining activities in Marange, Buhera, Bikita, Chimanimani and Chipinge, local government departments (Ministry of Mines and Energy, Ministry of environment), legislators and civil society organisations in Manicaland. The team will conduct interviews with the selected ActionAid and targeted Partner staff.
KEY DELIVERABLES
The following outputs will be required:
· A defined and redefined theory of change.
· A draft report of the baseline survey with recommendations for future programming.
· Presentation to AAIZ and identified Partner staff on the survey findings and recommendations.
· Produce final report after review by AAIZ and Partner staff.
QUALIFICATIONS AND EXPERIENCE REQUIRED
· Masters’ Degree - Social Sciences, Environmental Science or Law.
· Minimum 5 years’ experience as a feminist activist with a strong commitment to and proven practice of supporting research and organizing and movement building. Experience in conducting participatory field research on women rights and mining. Must have knowledge in at least one content area r relevant to women in mining work.
· Must have conducted baseline surveys in the development/civil society/movements context. Knowledge of environmental justice and community rights issues will be an added advantage.
· Experience and knowledge of Human Based Approach.
· Experience in policy analysis.
