RESPONSIBILITIES AND DUTIES:
Engility Corporation, building on IRG’s legacy in international development, is currently seeking aChief of Party for an anticipated USAID-funded energy project in Jamaica and the Eastern Caribbean. The project is intended to assist in:
- Establishing effective policy, regulatory and incentive environments for energy efficiency and low-emission (generation) growth in the energy sector.
- Attract public- and private-sector investment in clean energy development.
- Developing new financial tools for energy efficiency and renewable energy with a particular focus on hotel and tourism sectors.
RESPONSIBILITIES AND DUTIES:
The Chief of Party will lead the implementation of this project. Responsibilities and qualifications are expected to include, but not be limited to the following responsibilities.
- Provide overall leadership management of the entire program.
- Act as point of contact between USAID and all other counterparts, implementing partners, and alliance partners.
- Provide strategic guidance and expert advice to Project Team, USAID and counterparts.
- Design and execute annual work plans and budgets that identify key objectives, responsible staff and deliverables in contract.
- Perform final quality assurance and quality control.
- Prepare reports and USAID deliverables according to the contract requirements.
- Provide overall general technical direction of the program.
- Proven strategic planning, technical analytical, business reporting, and financial analysis skills
- Develop methodology and technical approach best suited to respond to project needs.
This is a contingent position based on funding from the customer.
MINIMUM TANGIBLE QUALIFICATIONS:
- A Master’s degree or a higher degree in environmental management, economics, energy-related engineering, energy policy, finance and/or other related fields;
- At least ten (10) years of professional experience in the implementation of large and complex clean energy development and climate change mitigation projects;
- Proven leadership in the management of similar size international donor support programs with skills in strategic planning, management, supervision and budgeting;
- Experience working with senior government officials, private sector leaders, and other stakeholders in the energy and climate change sectors;
- Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams;
- Demonstrated, effective communication and inter-personal skills;
- Demonstrated understanding of climate change and energy-related issues in the context of low carbon development; and,
- Fluency in English is required, strong English communication skills in reading, writing, speaking, and presenting.
PREFERRED QUALIFICATIONS:
- Energy sector work experience in Jamaica and/or the Caribbean is preferred;
- Former Chief of Party position held on a USAID program, or equivalent Management/Leadership experience on another donor funded program is desirable;
- Prior work experience in the Jamaican or Caribbean regional energy sector and understanding of clean and renewable energy best practices preferred; and
- Knowledge of Jamaican Patois language is helpful.
