General introduction

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The position is located in the ILO Decent Work Team and Country Office for Central America, Haiti, Panama and the Dominican Republic (DWT/CO San José). Decent Work Teams provide high-quality, timely and comprehensive support to country offices in the design and implementation of Decent Work Country Programmes (DWCPs), in response to their requests within the framework of results-based workplans. This support includes advisory services, information and technical and regulatory analysis.

The incumbent will provide support in the implementation of Decent Work Country Programmes in Costa Rica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Nicaragua and Panama, and will coordinate technical support with the Country Office for Mexico and Cuba.

The Specialist will be responsible for providing technical advisory services for institutional counterparts on the measurement, analysis, design and implementation of policies in the areas described below. The areas of work are: the integration of the employment dimension into sectoral and macroeconomic policies for growth which will create more and better jobs; the measurement and analysis of labour market information; the development of employment and human resources information systems; employment placement services and their coordination with vocational training services and local productive development; the design of public investment programmes in labour intensive sectors; employment policies and programmes for poverty reduction strategies and wage policies.

The incumbent will report to the Director of the Decent Work Team and Country Office in San José. He or she will receive technical support and guidance from the Employment Policy Department (EMPLOYMENT) at headquarters in Geneva and will work in close collaboration with other specialists in the region and with the Regional Director. 
Description of Duties
Specific duties

1. Identify the employment priorities and outcomes of Decent Work Country Programmes and subregional priorities on employment policies, the development of institutional capacities for labour market governance and the creation of employment opportunities for inclusive growth.

2. Actively support ILO work related to employment - in particular promoting more and better jobs for inclusive growth and jobs and skills for youth - and relevant programme and budget outcomes, in close collaboration with the relevant departments at headquarters, in particular the Employment Policy Department; ensure that the priorities of the subregion are well reflected in ILO strategies in relation to these areas of critical importance.

3. Evaluate and monitor the scope of national economic policies and provide advice on strategies for the integration of employment targets in macro- and meso-economic policies, for the promotion of productivity, investment, growth and the creation of quality jobs in the countries concerned.

4. Advise institutional counterparts on the measurement of employment, labour market variables and decent work indicators; wage policies; the development of labour market information systems at the subregional level; and the analysis and diagnosis of the labour market and decent work conditions, using the instruments and resources available to the public sector, employers and workers and their respective organizations.

5. Strengthen the capacity of public employment services to implement efficient and effective active labour market policies, including with regard to the employment of young people, the needs of people with disabilities and other vulnerable groups in the labour market, taking a gender-sensitive approach.

6. Provide advice on policy and for capacity building among constituents in relation to the transition to formality.

7. Carry out analyses and evaluations of employment problems in specific segments and activities of the labour market, in rural and urban areas, and advise on the design, implementation, monitoring and evaluation of policies and programmes.

8. Undertake high-level missions in the countries of the subregion, providing advice on the development of policies on the aforementioned subjects and with regard to the identification of priorities and programmes of activities.

9. Initiate, develop and maintain close contacts with governments and employers' and workers' organizations, and with donor and cooperation agencies, development banks, bilateral sources and other bodies concerned with employment and labour market policies and related subjects.

10. Work with other specialists and technical cooperation
project staff in the subregion to integrate his or her specialist subjects into the work of the other members of the technical team, and vice versa.

11. Undertake other technical and coordination tasks assigned by the ILO office's management or regional management.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Design and promote a wide range of special subject-matter-related programmes. This involves the review of the socio-economic situation of the subregion, and the analysis of complex employment-related data, statistics and information or policy guidelines, in a manner requiring the application of principles of a recognized technical specialization.

2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3. Provide policy advice to the ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

4. Formulate and submit proposals and seek funding.

5. Evaluate the efficiency and effectiveness of the project activities.

6. Undertake technical advisory missions independently or in collaboration with specialists in the same area of work or in other disciplines.

7. Conduct seminars, workshops, technical meetings and training courses.

8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.

9. Write manuals and/or training guides on related topics.

10. Disseminate information on programmes through publications and press releases, and ensure representation at donors' meetings, and in international, regional and national forums and advocacy campaigns.

11. Monitor and coordinate research carried out by junior technical officers and external collaborators.

12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.
Required Qualifications
Education
Advanced university degree in economics, preferably with specialization in labour economics or development-related subjects.
Experience
At least eight years of experience at the national level or five years at the international level in the following areas: economic measurement and analysis of employment and development of labour information systems; economic and labour market analysis; design of active employment and labour market policies and programmes; and management for development.

Excellent command of Spanish and good knowledge of English. Knowledge of French would be an advantage.
Competencies 
In addition to the ILO core competencies, this position requires:

Technical competencies: Ability to use analytical tools and qualitative and quantitative techniques; conceptualize, plan, coordinate and conduct research work; draft reports and discussion papers; synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy and procedures and present them at high-level meetings; design and synthesize strategies for programme development in member States; prepare reports (such as reports for regional conferences and the International Labour Conference, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects. Excellent computer and statistical data processing skills. Ability to conduct and lead technical missions and team work; provide direct technical advice in the area of specialization; guide and coordinate the work of external collaborators, general service staff and young professionals; contribute to multidisciplinary team work investigations; present projects and promote their feasibility and application; and conceive and synthesize strategies for the preparation of programmes with member States.

Behavioural competencies: The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between August and October 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;

Recruitment is normally made at the initial step in the grade.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in San Jose, he/she may be assigned to any duty station designated by the Director-General of the ILO.
