General introduction:

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. Candidates whose mother tongue is not one of the ILO working languages (English, French and Spanish) shall possess a fully satisfactory working knowledge of at least one of the
working languages in order to apply. If appointed, and if so required as per the position requirements, they may be required to acquire a working knowledge of a second working language during their initial years of service in the Office.

INTRODUCTION
The Country Office for Antananarivo (CO-Antananarivo) covers five countries: Comoros, Djibouti, Madagascar, Mauritius and Seychelles. Under the current arrangements (which are subject to change), for the French-speaking countries (Comoros, Djibouti and Madagascar), technical support for the CO-Antananarivo is under the responsibility of the ILO Decent Work Technical Support Team based in Yaoundé; for the English-speaking countries (Mauritius and Seychelles), it is the ILO Decent Work Technical Support Team based in Pretoria that provides the necessary technical support for the Antananarivo office.

The position of Employment Specialist is located in the CO-Antananarivo. The Employment Specialist supports the countries covered by the office in the design of policies, strategies and programmes or projects, in the implementation of their Decent Work Country Programmes through the provision of technical advice, and in following up on programmes and projects in the area of employment.

The Employment Specialist works under the direct supervision of the Director. The Employment Specialist receives technical guidance on employment matters from the Employment Policy Department at headquarters. The Employment Specialist works in collaboration with the specialists in the ILO Decent Work Technical Support Teams in Yaoundé and Pretoria.

The Employment Specialist works closely with the Director in conducting the affairs of the office relating to the countries covered. The Employment Specialist manages the day-to-day running of the office, as Officer-in-Charge, in the Director's absence. 
Description of Duties
Under the direct supervision of the Director, and with a considerable amount of delegated authority, the Employment Specialist is broadly responsible for the following duties and tasks:

1. Provide technical support in the coordination and implementation of technical cooperation projects in the countries covered. In consultation with the ILO Decent Work Technical Support Teams, the ILO Regional Office for Africa and the Employment Policy Department (Geneva), ensure technical and administrative follow-up to the outcomes of the portfolio of technical cooperation projects on employment. Ensure that the employment dimension is integrated with the other dimensions of the ILO's Decent Work Agenda, namely social protection, workers' rights, and tripartism and social dialogue.

2. Assist the Director in developing relations between the tripartite constituents and the ILO at the level of the countries covered. Raise the visibility of ILO-supported activities through appropriate means of communication and raise awareness of the office's achievements.

3. Coordinate the Organization's activities at the national level through the formulation and implementation of Decent Work Country Programmes, develop and promote collaboration with other national, regional and international agencies with respect to both technical and non-technical cooperation programmes. Participate in the setting of country objectives in consultation with social partners and other agencies.

4. Provide assistance and backstopping to the ILO Decent Work Technical Support Teams and for the implementation of technical cooperation projects, including by establishing contacts with the relevant authorities, the social partners concerned and other world of work actors involved in the office's activities.

5. Contribute to and participate in inter-agency meetings, including United Nations system meetings, and follow up on the Organization's participation in the formulation of United Nations Development Assistance Frameworks, in activities under the post-2015 development agenda and in initiatives within the context of Ouagadougu+10. Participate in the activities of the different working groups within the framework of the One UN initiative and in the activities of the technical and financial partners in the countries covered.

6. Establish and maintain communication with the governments and with the social partners involved in the preparation, implementation and evaluation of ILO activities, as well as with the general public. Establish and ensure the dissemination of information on various economic and social subjects of interest to the Africa region, the Indian Ocean subregion and departments at headquarters. Assist in the development and administration of the knowledge management system to enhance processes and activities in support of policies and strategies, for the development of international labour standards, and for the development and management of technical cooperation projects.

7. Initiate, design, supervise and conduct macroeconomic and sectoral studies and research at the subregional and national levels.

8. Assist countries in the formulation and development at the national and sectoral levels of action plans on employment, taking into account the informal economy.

9. Review and analyse national development plans and poverty reduction strategies from the perspective of decent jobs rich growth and provide technical advice to integrate employment goals and dimensions into these national development frameworks.

10. Provide technical advice on the formulation, implementation and evaluation of: (i) a comprehensive employment policy framework; (ii) specific national and sectoral programmes or projects on employment promotion and labour market institutions; (iii) a labour market information system with particular emphasis on the strengthening and sustainability of national capacities.

11. Undertake any other tasks that may be entrusted to him or her by the Director in line with the mandate and objectives of the Organization and the countries covered.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Design and promote a wide range of special subject-matter-related programmes. This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.

2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3. Provide policy advice to the ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

4. Formulate and submit project proposals and seek funding.

5. Evaluate the efficiency and effectiveness of the project activities.

6. Undertake technical advisory missions independently or in collaboration with multidisciplinary teams.

7. Conduct seminars, workshops and technical meetings and training courses.

8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations on related technical fields.

9. Write manuals and/or training guides on related topics.

10. Disseminate information on programmes through publications and press releases. Ensure representation at donors' meetings and in international, regional and national forums and advocacy campaigns.

11. Monitor and coordinate research carried out by junior technical officers and external collaborators.

12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.
Required Qualifications
Education
Advanced university degree in economics, development studies, public finance or social sciences, with demonstrated expertise in the field of employment and the labour market. 
Experience
At least eight years of professional experience at the national level or five years at the international level in the management of employment and labour market programmes and strategies. Experience in the use of quantitative methods in the design and management of international projects on employment and the labour market would be an advantage. 
Languages

Excellent command of French or English, and good knowledge of the other language.
Competencies 
In addition to the ILO core competencies, this position requires:

Professional competencies - Knowledge of the countries covered by the office and the United Nations system and its specialized agencies. Good knowledge of the broad range of technical subject areas dealt with by the Organization. Ability to plan and organize work. Ability to communicate effectively both orally and in writing. Ability to negotiate. Ability to work on own initiative as well as in a team. Ability to work under pressure. Demonstrates discretion and sound judgement.

The technical competencies that are required include the ability to: conduct and synthesize research and reach empirically based conclusions to formulate policy on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training courses and materials, project proposals, policies and procedures and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports (such as reports for regional conferences and the International Labour Conference, technical publications, training manuals and draft resolutions); and evaluate and monitor technical cooperation activities and projects.

Behavioural competencies - The ability to work in a multicultural environment and a gender-sensitive attitude are also required.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between August and October 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;
  • Repatriation Grant;
  • Home-leave travel with eligible dependants every two years;

Recruitment is normally made at the initial step in the grade.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Antananarivo, he/she may be assigned to any duty station designated by the Director-General of the ILO.
