ENERGY GOVERNANCE/REGULATORY SPECIALIST, CARIBBEAN CLEAN ENERGY PROGRAM

RESPONSIBILITIES AND DUTIES:
Engility Corporation, building on IRG’s legacy in international development, is currently seeking anEnergy Governance/Regulatory Specialist for an anticipated USAID-funded energy project in Jamaica and the Eastern Caribbean. The project is intended to assist in:
  • Establishing effective policy, regulatory and incentive environments for energy efficiency and low-emission (generation) growth in the energy sector.
  • Attract public- and private-sector investment in clean energy development.
  • Developing new financial tools for energy efficiency and renewable energy with a particular focus on hotel and tourism sectors.
RESPONSIBILITIES AND DUTIES:
The Energy Governance/Regulatory Specialist (EGRS) must have familiarity with key policy and regulatory issues that are relevant to growth in Jamaica’s, the Eastern Caribbean’s, or Small Island Developing States’ clean energy space. The EGRS works to ensure that all Task interventions are implemented on schedule, results-driven, and well-coordinated with related activities of GOJ counterparts and stakeholders.
This is a contingent position based on funding from the customer.
MINIMUM TANGIBLE QUALIFICATIONS:
  • A Master’s degree or a higher degree in environmental management, economics,
    energy-related engineering, finance, business administration, energy policy, and other related fields or a law degree;
  • At least ten years of professional experience in developing and implementing clean energy policy, law and regulation;
  • Experience working with government institutions, utilities, and regulation
    agencies;
  • Experience developing renewable energy policies and incentives;
  • Strong interpersonal and communication skills; and
  • Fluency in English is required.
PREFERRED QUALIFICATIONS:
  • Prior work experience in the Jamaican or English-speaking Caribbean energy
    sector is preferred;
  • Equivalent experience on another donor funded program is desirable;
  • Prior work experience in the Jamaican or Caribbean regional energy sector and understanding of clean and renewable energy best practices preferred; and
  • Knowledge of Jamaican Patois language is helpful.
