Finance and Operations Manager, Ghana
Tetra Tech ARD, headquartered in Burlington, Vermont (www.tetratechintdev.com) is currently accepting expressions of interest from qualified candidates for the active West Africa Biodiversity and Climate Change (WA-BiCC) program. This is a multi-year USAID-funded program to improve conservation and climate-resilient, low emission growth across West Africa.
The Finance and Operations Manager is responsible for managing the overall financial systems, operations, human resources and general administration for the WA-BICC offices in Accra, Freetown, and the satellite offices. In addition, the Finance and Operations Officer manages the subcontracts and oversees the grants process and supervises all administration staff.
Qualifications:
*University degree in accounting, finance or similar field is (relevant experience and another university degree may substitute for the degrees mentioned.
*Minimum of 10 years’ experience in an equivalent position.
*Experience with QuickBooks is required.
*Experience working in a similar position for an NGO or an international organization is required. Knowledge of OMB Circular A-122 is desired.
*Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
*Proficient/Excellent in QuickBooks software.
*Willingness to travel to other project sites in West Africa.
*Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
*Must also be able to create a supportive working relationship among all project teams.
*Fluent in English and professional proficiency in French.

Responsibilities:
*Oversees the Finances, Human Resources, and General Administration of the Accra, Freetown, and satellite offices to ensure implementation is in accordance with USAID rules and regulations and Tetra Tech ARD policies and best practices;
*Directly responsible for the management of all Subcontracts issued under the contract;
*Manage the Subcontract and oversee the grants process to ensure: competitive procurement, correct contracting mechanisms are used, compliance with USAID regulations, and implementation is in accordance with the contract;
*Implement and troubleshoot human resource management systems for project staff, including extending these systems to Regional Office staff;
*Draft and update the project operational budget. Lead the process to disaggregate budget by technical and regional area. Track expenditures and complete budget projections;
*Oversee the proper procurement of goods and services and ensure proper files/documentation is maintained in the Accra and Regional Offices;
*Provides guidance to all staff for complying with the budgetary regulations of Tetra Tech ARD;
*Maintains Project accounting system that is in compliance with USAID and Tetra Tech ARD requirements and regulations;
*Keeps track of expenses against budget line items;
*Ensures timesheets are completed and processed appropriately;
*Tracks USAID approvals for travel, hiring, equipment procurement;
*Provides Financial and budgetary information for USAID as needed;
*Participates in the project procurement process of goods and consulting services in assisting the procurement process in drafting requests, analyzing proposals, drafting contracts, negotiating contracts and prices and preparing the required documentation;
*Manages HR records for each employee including employment contracts, employment evaluation forms, employment forms and documents, and annual leave;
*Ensures the travel expense reports are properly completed and outstanding cash advances for travel are reconciled;
*Oversees confidential payment of monthly payroll and orders payments of income tax, pension health and unemployment benefits to government funds;
*Manages disbursement of funds to grantees under grants program in coordination with Grants Manager;
*Supervises the work of the Administrative staff and their duties; and
*Other duties as assigned by the Chief of Party.
