Tetra Tech ARD, headquartered in Burlington, Vermont (www.tetratechintdev.com) is currently accepting expressions of interest from qualified candidates for the active West Africa Biodiversity and Climate Change (WA-BiCC) program. This is a multi-year USAID-funded program to improve conservation and climate-resilient, low emission growth across West Africa.
Job Summary:
The Grants Manager (GM) will work as an integral member of the WA BiCC Program team. Under the overall supervision of the Chief of Party, the Grants Manager will be responsible for the day-to-day management of the WA BiCC grants under contract portfolio. The GM will be responsible for ensuring that the grants portfolio strategically contributes to the overall goals, implementation, and results of the WA BiCC Program. This position is full time and will be based in Accra, Ghana.
Responsibilities:
Grant Development and Implementation
*Work with Chief of Party and Tetra Tech ARD Home Office Grants Management Team to finalize and institutionalize the official Grants Management Plan, which defines grants management procedures, policies, and systems;
*Coordinate the WA BiCC grants program public announcement strategy;
*Liaise with the technical staff to develop the Annual Program Statement (APS) and/or Request for Application (RFA) packages for implementation;
*Post/disseminate RFA packets;
*Provide guidance and training to grantees as needed during all phases of the grants program;
*Facilitate grant application review, selection, and notifications to selected grantees;
*Perform pre-award surveys of potential grantees to assess financial, program, and organizational capabilities to receive USAID funds;
*Distribute grant application packages to the Selection Committee members and facilitate committee meetings;
*In close coordination with the technical staff, facilitate grant agreement signing, work plan development, and fund requests;
*Serve as the main point of contact with the grantees and provide guidance in the overall management of each grant project, including compliance information, report writing, procurement issues, and risk management;
*In coordination with Technical staff, reconcile financial reports and authorize payments;
*Maintain regular communication with the technical staff, including monitoring and evaluation (M&E) staff to coordinate grantee report reviews, monitoring the progress of activities under the terms and conditions of each grant, and site visits along with follow-up actions;
*Working with the M&E Specialist, document grantee monitoring data into WA BiCC’s overall performance monitoring reports; and
*Close out all grants according to the procedures detailed in the approved Grants Management Plan, and reconcile all final deliverables and payments.
Information Management
*Establish and maintain grants information management system.
*Monitor and ensure grantee organizations are aware of and in compliance with record retention regulations.
Planning and Overall Grants Program Management
*Manage the grants budget and on a monthly basis report progress to the Chief of Party and Home Office.
*Contribute to the overall strategic planning and management of the Grants program.
*Provide oversight and guidance to the Grants Assistant, maintaining work schedules and assignments to individual grants.
USAID and Tetra Tech Grant Administration Compliance
*Ensure adherence and compliance with the Grants Management Plan and USAID regulations.
*Ensure all proposed costs for grantees are reasonable, allowable and allocable.
*Provide training to grantees about regulations and monitor their compliance with regulations throughout the life of project.
*Provide compliance training as necessary to project staff.
*Perform other duties as assigned.
Qualifications:
*University degree or Equivalent Experience
*At least seven (7) years of professional experience in project management, international donor activities.
*Extensive and substantive experience contributing to international development assistance projects, preferably in West Africa.
*At least three (3) years of experience managing grants programs (preferably for USAID-funded projects) and understanding of the full grants cycle.
*Prior administrative experience, with demonstrated excellence in data management and record-keeping. Prior financial and internal controls systems management experience.
*Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
*Must be willing to travel to project sites throughout West Africa.
*Must be capable of working both individually and as part of a team and able to create a supportive working relationship among all project teams.
*Fluent in English and professional proficiency in French.
