Organ: The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums. |
Organization Unit: Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology infrastructure which includes standards, user support and training, communication services (postal mail, voice, image, video, data), network services (file, print and computing), information exchange services (messaging, database, document base), desktop services (office productivity tools), administrative applications and software development environments. The Information Services Department manages the physical, human and organizational resources needed to design, deploy, operate, maintain and support the ITU information infrastructure. It also represents ITU in inter-organization meetings and committees related to information technology management. |
Duties / Responsibilities |
Under the direct supervision of the SAP Systems Leader and the guidance of Senior IS colleagues, the incumbent performs the following duties:
Provides operational support for the existing SAP Systems landscape and related systems and services in collaboration with other members of the ERP Division, other IS Staff and external service providers.
Contributes to ensure the availability, reliability, performance, data security and integrity of the SAP systems and related systems.
Performs troubleshooting of SAP Systems problems, escalates them to next level of support if required while keeping ownership of the problem.
Provides technical recommendations on possible improvements to quality of service and the use of existing or new technologies, internal and external services for facilitating and enabling the work of the Union and conferences.
Assists higher level colleagues in the preparation and smooth delivery of services for ITU conferences/events.
Coordinates projects for services, under the guidance of higher level IS colleagues, from gathering and analyzing requirements, feasibility studies to implementation, testing and commissioning.
Provides useful analytical support for the integration of new technologies, analyze users requirements and translate these into new services in collaboration with other IS Divisions.
Monitors transactions to measure performance and ensures the effectiveness of services.
Monitors systems log to ensure data integrity across the entire SAP Systems Landscape.
Administers disaster recovery and high availability activities related to SAP servers.
Ensures SAP servers are at the appropriate release and system, application and security patch levels.
Ensures back up/recovery procedures are up-to-date.
Assists the server team in the administration, maintenance of physical and virtual servers.
Prepares reports, papers or technical documentation on related topics.
Provides support in various aspects of contract administration including call for bids, establishment of service level agreements with vendors, usage, capacity and performance reporting.
Drafts, update and maintains detailed system or functional specifications, user documentation, training material related to SAP.
Provides guidance and conducts training sessions and demonstrations of systems for users.
Performs other related duties as assigned by the supervisor to ensure the success of the team.

Qualifications required |
Education: University degree in systems, computer science or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above. |
Experience: At least three years of progressively responsible experience in the field of the post. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience. |
Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.) |
Competencies:
Comprehensive knowledge of SAP technologies and excellent hands-on skills with complex SAP NetWeaver and Solution Manager architectures, and business applications like SAP ERP, CRM, SRM, BW, WCEM and other components such as SAP Gateway, SAP Portal and SAP Mobile applications solution.
Project management capabilities following SAP ASAP implementation methodologies and best practices.
Ability to solve complex technical issues within cross-organizational boundaries.
Good planning, project management and organization skills. Effective time management skills and multi-tasking capabilities; ability to work independently and effectively at all levels of a collaborative team environment.
Excellent written and oral communication skills. Ability to share information and keep people/clients informed of progress/setbacks in projects. Ability to work in team to achieve organizational goals, to solicit input by genuinely valuing others' ideas and expertise, to support and act in accordance with final group decision, to share credit for team accomplishments and accept joint responsibility for team shortcomings. Willingness to provide backup to other team members.
Capability to guide and coordinate the work of external collaborators, general service staff or young professionals. Good experience in managing 3rd-party vendors in a project context.
Ability to work with an Onsite/Offshore environment.
Good experience in working on project teams and structuring recommendations.
Extensive experience with advanced application software, including presentation, spreadsheet, word processing, and project management software tools and applications.
