1. Background
Starting in 2013, DFID has funded UNICEF and WFP for a joint project on enhancing emergency preparedness and response. At the end of 2014, DFID extended the project with additional funds and included both UNHCR and OCHA. Starting in July 2015, the extended phase of the project is for a period of 18 months.
The overall objectives of this project are: to enhance emergency preparedness and response capacities of the focus countries and participating agencies ensuring these provide timely, context-specific and cost-effective humanitarian response.
to ensure agencies collaborate closely in order to achieve better effectiveness and efficiency.
to strengthen coordination among key UN sister agencies on emergency preparedness and response.
2. Purpose and Scope of the Assignment
Under the overall guidance of the Chief of UNHCR’s Cash-Based Interventions Section and in close collaboration with the Division of Emergency, Security and Supply (DESS), the CBI Specialist is responsible for:
  • the overall management, administration, accountability and reporting of activities under the project related to cash-based interventions;
  • the coordination with partners, and UNHCR Branch Offices and different sections and divisions in UNHCR HQ;
  • the integration of all project developed tools and resources into UNHCR emergency preparedness and response analysis tools and systems related to Cash-Based Interventions;
  • the achievement of all targets and high-quality outputs of the project related to CBI, including:
  • the development of inter agency training materials, assessment and prepardness tools;
  • the delivery of trainings and feasibility assessments;
  • the establishment of interagency partnership agreements at field level;
  • the provision of technical advice to a roving CBI specialist.
  • the identification of focal points in project country offices to be trained with the objective to ensure continuity and follow-up.
  • the oversight to ensure the specific requirements of persons of concern are included in the assessment, analysis and design using an Age, Gender and Diversity (AGD) perspective.
3. Required Qualifications
  • University degree in International Development, Social Sciences, Business administration or other related discipline.
  • Minimum 6 years of relevant professional experience, including at least 3 years in CBI and 1 in project management.
  • Proven knowledge and technical skills in set up, design, implementation and monitoring of CBI from a multi-sectorial perspective.
  • Previous work experience with UNHCR and /or another UN agency an advantage.
  • Excellent knowledge of written and spoken English required. Good knowledge of French and/or Spanish is an advantage.
  • Excellent written and oral communication skills.
