Chemonics seeks a chief of party for the ongoing five-year USAID Coastal City Adaptation Program in Mozambique. The program aims to increase urban coastal resiliency to climate change by incorporating climate change planning processes and adaptive capacity building measures. Working in vulnerable Mozambican coastal communities, it collaborates with municipal governments to increase understanding of urban adaptation issues and increase the application of management options for urban adaptation. The program is also engaging with academia and an array of civic organizations to increase climate awareness and strengthen the technical expertise of future urban planners and municipal authorities.
Responsibilities include:
- Act as the official point-of-contact for the program, ensuring that all assistance is technically sound and appropriate
- Oversee annual project planning, including formulating annual program activities, deliverables, and budgets in accordance with the USAID annual planning cycle
- Oversee implementation plans, and ensure proper action is taken to align activities with budgetary parameters and client requirements
- Manage and supervise the work of program personnel, subcontractors, and grantees, focusing on core results, achievement of work plan and targets, and timely implementation
- Develop corporate budget projection targets for achieving required results
- Interface with USAID, as well as local counterparts and implementing partners, on ongoing activities
- Serve as Chemonics' key liaison with USAID, and manage all communications related to technical matters, allocation of resources, and contractual issues
- Identify technical assistance needs, and manage processes such as recruitment and subagreement development to deliver upon emerging requirements
- Ensure appropriate consultants are hired, briefed, and supported in completing their assignments
Qualifications:
- Master's degree in business administration, municipal management, environmental management, or other relevant field
- Minimum 10 years of experience in related fields, such as climate change adaptation, urban planning, governance, and capacity building, or other relevant technical areas
- Exceptional leadership in the design, management, implementation, monitoring, and evaluation of complex international donor support programs and skills in strategic planning, management, supervision, and budgeting; regional expertise preferred
- Ability to develop and communicate a common vision among diverse public and private partners, as well as lead multidisciplinary teams
- Strong interpersonal and written communication skills, and the ability to coordinate with a wide range of stakeholders to fulfill the diverse technical and managerial requirements
- Knowledge of USAID policies and procedures as related to project management preferred
- Knowledge of the political, social, cultural, environmental, and development context of Mozambique strongly preferred
- Fluency in English and Portuguese required
