The Near East Foundation (NEF) Morocco is seeking candidates for Project Coordinator and Capacity Development Officer for two years (starting on 14 September 2015) to be based in Telouet, Morocco, with frequent travel to Ouarzazate. The project is funded by the Big Lottery Fund (United Kingdom).
The Near East Foundation UK (NEF-UK) and its Morocco-based partners, NEF Morocco and Tichka Association aim to improve access to and quality of primary education for poor girls and boys in 14 villages in the Ouarzazate Province of southern-central Morocco. Building on a successful model piloted by NEF Morocco, we will achieve this by strengthening parent-teacher associations, designing child-led extra-curricular activities, and engaging disadvantaged parents to send their children regularly to school and enrol children who would not otherwise enrol.
The project will work in partnership with 6 “mother” school villages and 8 “satellite” school villages; targeting approximately 1,550 primary school-aged children (1st through 6th grades) -- 10 per cent estimated not to be attending schools. Selected project activities will engage a further 10 “satellite” schools; supporting additional 550 primary school-aged children.
In total, about 2,100 primary school-aged children will benefit from improved access to a quality primary education. The project will increase children’s enrolment among children that are not attending schools, reduce dropouts and increase attendance among children at risk of dropouts or those not attending schools regularly, and increase parental engagement leading to higher performance in education among school children.
Position Description and Responsibilities
In this context, the Near East Foundation Morocco seeks to hire a Project Coordinator and Capacity Development Officer to lead the management and implementation of the project in the field. The Officer is a member of Near East Foundation team in Morocco, reporting to the Country Director, Morocco and to Project’s Steering Committee.
I - Project coordination and management:monitor the implementation of the project; forge fruitful cooperation with other organisations and stakeholders in the field of primary education in the project area; provide support for partners in project implementation and in monitoring and evaluation of project activities; develop contractual narrative reports (quarterly and annual); develop networks and create alliances; ensure the overall planning of the project activities; design and delivery of targeted institutional capacity building trainings for PTAs; and management of the small-grants for PTAs for social businesses
II - Knowledge management: support the project in the design and implementation of a participatory methodology for its activities; ensure, with the rest of the team and external collaborators of the project design, preparation and smooth running of the implementation of the project; make available to the project and its main partners the information related to the planned activities; develop activity reports and any other information; contribute to studies and research to be performed on the situation of education in the project area; and produce communication materials on the project with the technical adviser.
III - Administrative management:participate in the organisation of training sessions, seminars, conferences, exchanges and technical missions and support workshops; facilitate the establishment of consultant contracts and / or providers in the context of the implementation of the project; participate in budget preparation and disbursement plans with continuous monitoring and updating.
Qualifications and Requirements:
- The successful Officer must be a self-directed individual with the following qualifications:
- Bachelor degree in development, business, education, social science, economics, or equivalent combination of education and work experience. A Master degree is a plus.
- 3-5 years of experience in development organisations, including significant experience in organising and managing different types of trainings, including organisational development trainings for PTAs and/or NGOs.
- Proven experience in the education sector; minimum of 3 years of experience.
- Proven record of effective project coordination, including planning, implementation and managing a budget; minimum of 5 years of experience.
- Fluency in French and Arabic and ability to effectively write reports; English is a plus.
- Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts;
- Effective team player, able to develop and maintain effective working relationships within a distributed and dynamic team;
- Flexible, creative and problem solving-oriented;
- Competence with MS Office applications, including Word, Excel and Outlook.
