Key Responsibilities:
- Ensure coordination, quality and relevance, compliance and accountability of DRC’s refugee response activities in South Sudan;
- Consolidate the development and oversee the roll out of DRC’s strategy in each project site;
- Oversee implementation of emergency activities and ensure that objectives and results are timely and qualitatively met;
- Lead the development of proposals to secure follow on or expansion funding for the refugee program as per identified needs;
- Ensure high quality and timely reports for DRC, partners and donors within agreed deadlines with the support of the Grant Manager;
- Coordinates with the Support Coordinators (Logistics, Finance, HR/Admin) to ensure appropriate support and resources are made available to the field teams, including capacity building;
- Coordinates with the Technical Coordinators (Protection, CCCM, Shelter/NFI, FSL) and M&E Coordinator to ensure appropriate support and technical resources are made available to the field teams, including capacity building;
- Coordinates with DDG Head of Programme to identify possible synergies and support and opportunities for joint programming;
- Support Team Leaders to develop work plans and monitoring tools as appropriate, and make regular monitoring visits to project sites;
- Monitor financial planning and expenditures allocated to emergency response programme, including needed amendments/revisions;
- Ensure information sharing across project sites, and standardization of approaches, as appropriate;
- Assist in recruiting, coaching and evaluating staff;
- Coordinate with national, local and international actors and participate in sectoal meetings, working groups and other meetings and forums as needed;
- Represent DRC with relevant donors and local actors, in coordination with the Head of Programme and Country Director;
- Stay up to date with donor strategies and practices within South Sudan.About you
To be successful in this role you must have: - At least 8 years’ proven and successful track record of management experience. Preferably this includes a minimum of 6 years professional humanitarian field work experience.
- Experience of managing multi-million dollar programmes and budgets across a complex portfolio of projects and sites
- Experience of overseeing teams of expatriate and national staff, strong human resource management skills, interpersonal skills and cross-cultural communication.
- Experience of representing an organization to donors, partners, stakeholders.
- Direct experience and/or broad knowledge of themes relevant to refugee response, preferably in a conflict or post conflict environment, understanding and experience in camp settings a plus.
- Experience with budget management, navigating financial systems and payments, and contracts management.
- Experience of using, adapting and disseminating project management tools such as work plans, budget forecasts, procurement plans and indicator tracking.
- Experience of preparing/reviewing for submission donor reports and proposals.
- Post-graduate degree in Political/Social Sciences, Management, Economics, International Development or equivalent.
- Prior experience in South Sudan a plus.
