Deputy Country Representative, Operations - Guinea

PSI seeks highly qualified candidates for the position of Deputy Country Representative for Operations for PSI Guinea. S/he will provide cross-departmental leadership to and strategic management of PSI Guinea’s Finance, Procurement, and Administration Departments and will coordinate closely with the Internal Audit, Human Resources and Programs leads for PSI Guinea.
This full-time position is based in Conakry, Guinea and reports to the Country Representative, Guinea. Guinea is a family friendly post.
**
ADDITIONAL RESPONSIBILITIES:**
  • Provide leadership and oversight to PSI/Guinea’s Operations teams including finance, procurement, administration and grants and contracts
  • Review existing systems and improve the overall effectiveness and speed of the finance, administration, and supply chain management teams; Lead development of internal control systems
  • Collaborate with the Internal Auditor to investigate and resolve any suspected compliance violations or audit problems; Minimize fraud via active monitoring and close coordination with internal and external audits
  • Provide capacity development and mentoring to all finance, procurement and admin staff through both formal and informal mechanisms.
Finance
  • Strengthen the capacity of PSI Guinea’s finance function by providing technical support and oversight in the areas of budgeting, reconciliation, donor reporting, and financial analysis, both at the departmental level and between PSI Guinea and PSI Washington
  • Establish systems of financial monitoring and reporting to ensure programmatic compliance of PSI Guinea and its partners with donor and grant budgets, particularly relating to contract and subcontract administration
Procurement
  • Ensure compliance with existing procurement policies
  • Oversee the procurement function’s international and local procurements, avoiding any stock-outs for PSI/Guinea products and ensuring rapid turn-around on local purchases
Administration and Sub Grant Management
  • Oversee the administration and office management functions in all field offices to ensure customer satisfaction is improved.
  • Oversee warehouse management of commodities and stock to include supply chain management and forecasting of all PSI commodities
  • Centralize Sub Grant management process.
  • Ensure grants management includes value for money analyses of economy, efficiency, and effectiveness to improve reporting

Job Requirements

QUALIFICATIONS:
  • Relevant post-graduate degree (MBA or another)
  • 4 years’ experience in development, at least 2 in a developing country
  • Prior supervisory experience required; Experience leading teams at a senior level and building staff capacity
  • Significant experience in programmatic and financial management of large ($10m+/year) donor funded programs, including demonstrated focus on operations management
  • Solid judgment and diplomatic skills and proven ability to prioritize
  • Experience with financial management of large donor-funded programs including Global Funds, KfW, USAID
  • In depth experience in budget development and management, finance analysis and contract management;
  • Experience managing grants involving multiple implementing partners, both international and local
  • Knowledge of PSI systems and procedures – especially contracts and procurement – a major advantage
  • Exceptional diplomatic skills; team-building experience in a developing country; previous work experience in West Africa a major advantage
  • Excellent communication and writing skills, fluency in French and English essential
