Who are we?
Danish Refugee Council (DRC) is one of the largest INGOs in the Central African Republic, operating out of 4 Field offices in the North, 4 sub offices and the capital office (Bangui) and a complex funding portfolio. The program strategy for 2014 and 2015 covers the sectors of Camp Coordination and Camp Management, Emergency Response in sectors of WASH, NFI and Food distribution, Protection, including Child Protection, Legal aid and Emergency Education, IDP profiling and protection monitoring as well as Food Security, Early Recovery and small scale infrastructure. Interventions are currently located in Four Prefectures: Ombella-Mpoko, Ouham, Ouham Pendé and Bamingui-Bangoran.
About the job
Under the guidance of the Country Director, the Emergency Coordinator will contribute to the achievement of DRC’s humanitarian and emergency objectives in CAR and responsible for the overall planning, development and implementation of the Emergency Response & Preparedness Project (ERP) in CAR
Duties and Responsibilities
Develop steps and procedures in the planning and implementation of the ERP projects in accordance with donor agreements, implementing partners, and internal and external policies and procedures and ensure that activities are in line with budget lines and limitations
Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with the ERP staff and the CD
Provide the CD with relevant documents, and channel issues; communicate, exchange information and cooperate with both relevant internal and external actors to ensure an internal integrated approach and to mobilise external intervention.
Prepare reports in accordance with milestones for Country Office and partners
Ensure that performance objectives are met and reported upon, and that field reports are produced on time and to the required standard.
Participate in and assist the CD in relevant meetings with the UN, authorities, and other actors both centrally and in all provinces of activity
Ensure continuous capacity building among staff
About you
To be successful in this role you must have:
Required qualifications/skills
- A relevant degree (international studies, engineering, social science, management)
- Solid experience in establishing and managing emergency operations, incl. formulation of strategies, plans of action and reports, coordination of a complex project portfolio
- Experience in conducting rapid assessments in complex emergencies and crisis contexts.
- Previous experience from refugee/IDP/returnees related emergencies.
- Experienced field work in complex emergencies, preferably in subSaharian rural Africa, and in challenging security settings.
- Experience in administration, finance, logistics and personnel management, including training, supervision and coaching of staff.
- Experience in advocacy and rights based approaches.
- Strategic, analytical, able to set priorities, prepare work plans and to evaluate progress.
- Political, cultural and gender sensitivity and ability to communicate well with local communities.
- Proven communication, interpersonal, representation, negotiation and leadership skills.
- Proficiency in written and spoken French & English and proven experience in report writing.
- Excellent computer skills.
Desirable qualifications
- Goal oriented and visionary.
- Ability to work under pressure and independently.
- Ability and willingness to work and live in a challenging environment.
- Flexible, creative, transparent, and it helps to have a good sense of humour.
- Patience, adaptability, and the capacity to work with little infrastructure and in difficult conditions, including transport limitations.
- Ideally, you will also have a previous work experience in Central Africa, especially in CAR.
We offer
DRC will offer the successful applicant a 12-months contract, renewable dependent on both funding and performance. You must be available to start work ASAP and be willing and able to work in Bangui.
