Water and Sanitation Technical Advisor

Background:
USAID/Senegal established the five-year, $24 million activity called USAID/ACCES to achieve improvements in nutrition through investments in water, sanitation, and hygiene in the most malnourished regions of Senegal. The activity will test and implement proven state-of-the-art approaches to improve decision-making and increase sustainability. The activity has four outputs:
  1. Demand generated for WASH Products and Services;
  2. Increased market-based provision of WASH products and services;
  3. Improved provision and management of multiple use water systems;
  4. Improved enabling environment for equitable delivery of quality WASH services.
Job Summary:
USAID/ACCES will support the GOS's program in water, sanitation and health, led by the coordinating unit of the Millennium Water and Sanitation Program (Programme d'eau potable et d'assainissement du millénaire - PEPAM) and its goals as articulated in the Plan Senegal Emergent (PSE). To achieve its objectives, USAID/ACCES must be responsive to the key problems, needs and policy developments in the WASH sector.
Primary Functions: The WASH technical adviser will be responsible for ensuring that the ACCES WASH related activities are technically sound and impact positively on the lives of the targeted beneficiaries. To achieve this, a high level of commitment and coordination with the Project Coordinator is required to strengthen the overall capacity of the Country Program by reviewing and providing feedback to strategic planning, design, implementation, monitoring and evaluation of water and sanitation system delivery projects, as well as improved hygiene knowledge and practice will be critical.
This position does not only require a high technical level in water, sanitation and hygiene promotion but also leadership, coordination skills and familiarity with CLTS and sanitation marketing practices..
The WASH Technical Adviser will lead in developing and implementing strategies for rural and peri-urban water supply, CLTS, traditional and ecological sanitation, hygiene behavior change (WASH), Integrated Water Resources Management (IWRM), multiple uses of water for domestic and productive uses, and the overall reduction in water-related diseases affecting the poor in rural and peri-urban communities.
Specific Responsibilities:
  • Assist in the design and drafting of program detailed WASH implementation plans.
  • Participate in project reviews, including assisting programs in the development of quantitative and qualitative assessments including baseline surveys, participatory rural assessments and computer analysis of results
  • Work closely with Government in the development of suitable technical plans and their execution.
  • Coordinate the technical inputs for the water, sanitation and hygiene component and maintains overall responsibility for technical oversight of activities
  • Assist the COP in the planning, development and periodic appraisals of the projects short and long term results in compliance with the Agency's standards and formats, and in accordance with identified needs
  • Lead in the development, revisions and implementation of CLTS, WASH related tools, guidelines, materials and methodologies, to promote community problem solving and decision-making concerning water, health, hygiene and sanitation issues
  • Facilitate the production of simple technologies - tippy taps, local toilets - and their use in target communities
  • Work closely with government to train, sustain the functioning of vibrant Sanitation Advocacy Groups (SAG) in targeted communities
  • Integrate public health concepts into water, sanitation and hygiene activities and ensure close collaboration with health, education and district assembly sub-sectors, including hygiene promotion and community mobilization
  • Ensure that gender issues are considered in the design and implementation of projects, that WATSAN programming is consistent with the Sustainable Livelihood Approach and integrates environmental considerations.
  • Support the identification and participate in the negotiation of contracts with contractors on water supply services and gender friendly latrines, in line with national standards whilst encouraging innovation.
  • Represent CRS and the project at water and sanitation fora, and technical sessions.
  • Support the COP to assess technical and human resource needs of Wat/San portfolio and make recommendations
  • Ensure effective monitoring and evaluation of the technical components of the projects

Required Qualifications and Experience:
  • At least ten years of expertise in the water and sanitation sector in Senegal.
  • Proven experience in designing, building, and maintaining water supply and sanitation
Infrastructure.
  • At least a Master's Degree in engineering and a background in environmental science, business management concerning water and sanitation, or similar fields.
  • Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
  • Strong project management and business development skills
  • Working experience in developing countries; experience in Senegal preferred
  • Strong French and English writing and speaking skills.
  • Behavior change communication and hygiene promotion;
  • Proven experience in undertaking activities aimed at empowering poor communities
  • and individuals including organizing civil society groups or community based organizations for improved access to safe drinking water, sanitation and hygiene.
  • Local governance expertise;
  • Experience working within the Senegalese water supply and sanitation sector;
  • Track record of effective liaison with Senegalese government officials and policymakers.

Required Foreign Language:
Working proficiency in French and English.
