HIV Technical Advisor, LTTA/Consultant

PSI seeks a short-term HIV Technical Advisor (9 months) to support the start up of an anticipated $14.5M HIV Project funded by the Global Fund to PSI/Guinea. PSI/Guinea is the Prime Recipient of this project. The project will have a strong focus on advocacy for and engagement of Key Populations across Guinea. This 9-month position will be based in Conakry, Guinea with an anticipated start date of October 2015 and will report to the Director of Programs.
RESPONSIBILITIES:
Lead, in close collaboration with the Director of Programs, all project start up activities for the Global Fund HIV project to include:
  • Provide technical oversight and strategic direction for program start up
  • Develop a project workplan to include a more detailed 6 month start up workplan; ensure all targets (as established in the Performance Frameworks) for the period of employment are met and strategies are identified to optimize the team’s ability to reach the grant objectives
  • Establish a strong working relationship with co-PR, Government of Guinea during the start up phase, to ensure alignment of project activities
  • Develop and lead initial execution of a Key Populations advocacy plan to include a strategy for engagement with all key stakeholders;
  • Recruit Deputy Programs Director for HIV and develop two month project handover plan to include capacity building and training as necessary
  • Recruit HIV Global Fund Project dedicated staff and provide adequate training on program management and technical aspects of Key Populations as needed
  • Recruit and hire 10 HIV-specialist consultants (per the project proposal) to include job description development, announcement through PSI HQ and other channels and lead on interview and final contracting;
  • Supervise HIV consultants while in country and ensure their deliverables are aligned with the project’s performance framework and to national policies and priorities; e and facilitate collaboration with PSI/Guinea and government technical departments
  • Initiate international and local procurements to ensure timely arrival of commodities and goods for project implementation
  • Liaise with PSI/Washington Technical Experts to arrange and schedule Key Populations sensitization training for all PSI/Guinea staff and its sub-partners, to be led by PSI/W
  • Compile, review, and prepare technical and other program reports required by GF and PSI/W
QUALIFICATIONS:
  • Masters degree in public health, social sciences or related field
  • 7+ years experience supervising staff and managing donor funded international health project design
  • Demonstrated ability to advocate with government and other stakeholders
  • 5+ years’ experience managing Global Fund HIV prevention programs with focus on Key Populations.
  • Experience with project start up strongly preferred
  • Well organized, strong attention to detail, and ability to multitask
  • Works well independently and in teams
  • Fluency in English and French is required
