RCN J&D’s office in the Democratic Republic of Congo works to “supply” improved justice mechanisms, mainly through the use of institutional support (training of judicial staff and provision of material support) as well as “demand” of effective justice mechanisms, through civil society collaborations aimed at raising awareness of legal rights and increasing access to the justice system.
Under the framework of a new project aiming to improve governance of the justice sector in the DRC, RCN J&D is recruiting a Head of Office for their new office in Lubumbashi, Katanga Province. This position will be for an expat in the new satellite office and will work on a team with three colleagues from the DRC.
This post will be unaccompanied.
Required Qualifications:
- A degree in law or relevant work experience in the field of law.
- Technical knowledge and understanding of governance issues (including transparency, rule of law, human rights, and/or civil society).
- Experience with anti-corruption advocacy.
- Ability to conduct political analyses, and synthesize large amounts of information efficiently and effectively.
- Command of the project cycle, including the creation of theories of change and project budgets.
- A minimum of three years experience in development work (in central Africa; experience in DRC preferred).
- Demonstrated ability to manage administrative and financial tasks: account management, bookkeeping, financial tracking and contracting.
- Demonstrated ability to manage a team, and experience with human resources.
- Fluency in both French and English required (reading, writing, speaking).
- Experience developing and maintaining high level contacts (e.g., at the diplomatic level).
- Curiosity and open-mindedness a must, interest in developing cross-cultural relationships.
Position Duties:
The Head of Office will:
- Be responsible for ensuring the project addresses the most relevant issues in regards to justice in the DRC, and the fight against corruption in particular.
- Serve as the program’s representative when interacting with authorities and other expats or Congolese partners at the provincial level.
- Be responsible for coordinating the implementation of the project’s objectives and ensuring they are aligned with the project’s budget.
- Coordinate general management of the mission, including financial management, human resources, and administrative tasks.
- Participate in the management of the grant subcontract and the financial responsibilities implicated therein for the Lubumbashi office (anticipating financial needs, completing negotiations, maintaining relations with the subcontractor, etc.).
- Be responsible for regularly communicating with the RCN J&D Head of Mission office in Kinshasa and RCN J&D headquarters in Brussels.
- Supervise the drafting of reports, project documents and contract amendments.
The Head of Office will work under the direct supervision of the Head of Mission in Kinshasa. He or she will work closely with the Kinshasa office to:
- Coordinate regular updates to the Head of Mission on the project’s implementation and interactions with local authorities.
- Receive instruction from the Project Coordinator as regards project planning tools, and monitoring and evaluation.
- Receive instruction from the Lead Coordinator as concerns the management of administrative, financial and logistical tasks for the Lubumbashi office.
Duration: The duration of this position will be one year, beginning in September 2015. Some time will be required for initial orientation at RCN J&D headquarters in Brussels.
Location: Lubumbashi, Katanga Province, with frequent travel to and from Kinshasa.
Compensation: Salary and Living Expenses (includes travel, housing, insurance, per diem expenses, and a car).
