Background
UNICEF Rwanda supports Government of Rwanda in the areas agreed in the Country Programme. Some priority areas in the current Country Programme includes Health, Nutrition, WASH, ECD, HIV, Education, Child Protection, Social Policy and Research. Since the beginning of the country programme in mid-2013, there has been a number of writing, editing and proofreading services required to support the programmes. This included English editing of draft publication (WASH), explanation of research data (KAP), and Proofreading of Kinyarwanda materials translated from English. In addition, some of the national level policies such as Early Childhood Development policy and Child Care Reform needs to be translated into use-friendly language to facilitate understanding at the community level, which will require knowledge of legal and policy language.
To respond effectively to the frequent requests from the Programme Sections for writing, editing and proofing services, it is recommended that UNICEF will invite publicly all interested individuals to send quotes for writing, editing and proofing services. Qualified consultants will enter into LTAS with UNICEF Rwanda for an initial period of 2 years to be considered for future assignments depending on the needs of UNICEF Rwanda. If the roster is proven to enhance efficiency by reducing administrative cost and time, the roster may be extended for another year provided that the consultants are able to deliver quality product in a timely manner.
Justification
In the past years, there have been frequent requests from Programme Sections for support in writing, editing and proofreading services. The recent decision to strengthen research publications will result in an increased need for such services. These services sometimes included the need for specific knowledge (e.g. data analysis, legal language) that are currently limited in-house. LTAS with prequalified candidates for these essential areas of communication services will facilitate smooth programme implementation and fund utilization.
Scope of work
The purpose of the consultancy is to provide services for writing, editing and proofreading (institution or individual consultancy). This will include:
· Editing of publications and other text in English,
· Editing of publication in Kinyarwanda,
· Proofreading of English text,
· Proofreading of Kinyarwanda text,
All English text should follow the guidance provided in UNICEF Style book.
Expected background and Experience
· Minimum 5 years of experience in professional writing/editing
· Track record in producing high quality deliverables in a timely manner
· Proficiency in English writing and/or Kinyarwanda writing
· Experience and knowledge in specialized areas an asset:
a. quantitative and qualitative data (e.g. familiarity in statistics and/or social research),
b. legal language (e.g. law),
c. subject matter: health, nutrition, WASH, HIV, ECD, Child Protection, Education, Social Protection, Research.
Proof of knowledge will be required.
· Previous work experience with UNICEF and knowledge of UNICEF style book an asset.
Management and reporting
These consultancy will be managed by the Chief of relevant section(s) requesting the service, with Chief of CAP for overall quality control.
General Conditions
Selected candidates will enter into LTAS with UNICEF Rwanda for an initial period of two years following a competitive selection process. Consultants will be contacted for specific tasks depending on the needs of UNICEF Rwanda.
Copyright, Patents and other Proprietary Rights
UNICEF shall be entitled to all intellectual property and other proprietary rights including but not limited to patents, copyrights and trademarks, with regard to documents and other materials which bear a direct relation to or are prepared or collected in consequence or in the course of the execution of this contract. At UNICEF’s request, the Contractor shall take all necessary steps, execute all necessary documents and generally assist in securing such proprietary rights and transferring them to UNICEF in compliance with the requirements of the applicable law.

The interested candidates will submit CVs and P11 form with clear indication of the areas of service(s) they are bidding. If the candidate has specialized knowledge in data, legal language and medical language please indicate with the basis of your skills, such as an academic degree. It is strongly recommended to submit the past work samples to substantiate the areas of expertise.
