Consultancy - Development of a Project Management Manual
Contract length: 40 days

Following a major transition, our international programmes are now delivered through a merged operation with 15,000 staff, managed through seven regional hubs and reporting to a relatively small, central office. We are changing to become more efficient, more aligned, a better partner, a stronger advocate, a magnet for world-class people and relevant for the 21st century.
Background
The core delivery mechanism of a significant proportion of Save the Children's work is through the implementation of projects. Save the Children has well defined administrative processes for project management but lacks a coherent and structured Project Management (PM) methodology that ensures projects are consistently delivered within time, budget and expected quality. The development of a methodology for project management has now been identified as a strategic priority for the new strategy period 2016 - 2018.
A framework of what constitutes the organisation's consensus on effective project management (proposed Save the Children Body of Knowledge on Project Management, SCI PMBoK ) has been developed. The objective of the consultancy is to translate the SCI PMBoK framework into a comprehensive manual on Project Management that is in line with Save the Children's other core functions e.g. Financial & Awards Management, Human Resources Management, Logistics Management etc. As such the consultancy will be a heavily consultative process that will ensure that the manual aligns with Save the Children's policies, processes and procedures.
Preliminary exploratory work on how best to integrate PDM Pro (the NGO's industry standard on project management best practice) concepts, tools and processes within SCI's work has been conducted by some country offices. The consultancy will in addition build upon the outputs from these pieces of work.
Objectives
  • Engage with the regional consultative group on project management
  • Engage a select number of key stakeholders at country offices and the SCI Centre
  • Consult functional heads to get the project management methodology aligned with SCI's core processes
  • Review SCI's proposed PMBoK framework against the existing awards management cycle and make recommendations for further refinement of the PMBoK framework
  • Translate the PMBoK framework into a comprehensive project management manual for SCI. References to project management best practice in the manual should take into consideration SCI's child safeguarding principles at all stages of the project cycle
Qualification & Experience:
Essential Criteria:
  • Experience in project management in international NGOs
  • Experience in consultative methodology
  • Good facilitation skills and ability to work effectively at all levels of the organisation
  • Exceptional communication skills - both written and verbal.
    Desirable Criteria:
  • Experience in the development of manuals
  • Professional certification in project management methodology preferable PDM Pro
  • Knowledge of Save the Children Systems and ways of working
