Project Manager - Analysis of the justice for children system in Angola

Brief description of the consultancy:
The International Bureau for Children's Rights seeks a dynamic professional to lead a project to complete an analysis on the justice for children system of Angola, with an emphasis on rehabilitation and diversion programmes, community based intervention, and capacity building needs of government officials of Angola.
Qualifications and skills:
The candidate must have completed an undergraduate diploma in law, international development, social sciences or humanities, or any other relevant field. A graduate degree would be an asset.
Qualifications and competencies:
  • Sound knowledge concerning issues related to human and children’s rights, especially justice for children;
  • Research and analytical skills, knowledge of approaches and methods for monitoring and reporting human and children’s rights violations, especially in regard to data collection, management, analysis and reporting, monitoring and evaluation;
  • Knowledge of the UN system and other international organisations and agencies, instruments and mechanisms for the protection of children's rights and their administrative operation; Excellent communication skills, both oral and written, in Portuguese and English;
  • A work ethic in regards to the management of funds;
  • An ability to work with minimal supervision, plan own work and meet deadlines;
  • Motivation, leadership skills and other qualities required to coordinate and supervise the work of experts, assistants, interns and local consultants;
  • A good professional judgment, sense of responsibility and the ability to exercise discretion with respect to sensitive or confidential information;
  • Excellent interpersonal skills, a sense of humor and the ability to work in a multicultural and multilingual environment;
  • The ability to establish and maintain an effective network of professionals and contacts with government officials, international organisations and NGOs.
Responsibilities and main tasks:
  • The selected candidate will be called to perform the following functions:
  • Complete the data collection (desk review and field visits) on the justice for children system in Angola, focusing on the rehabilitation and diversion programs, community based programmes and intervention;
  • Analyse the capacity building needs of local actors in working with children in conflict with the law;
  • Write and complete an analysis report which will include recommendations to address the above mentioned programmes and initiatives and policy enhancement.
  • Complete all the missions necessary for the project and represent with professionalism the IBCR in all his or her activities.
