Policy & Advocacy Advisor – Oxfam Egypt

Oxfam Novib is looking for a temporary
****Policy & Advocacy Advisor – Oxfam Egypt****
****Location – Open (one of Oxfam affiliates)****
****32 hours per week – until December 31, 2015****
****Main tasks:****
  • Deepens Oxfam knowledge and policy proposals regarding the Egypt Governance and Active Citizenship Program
  • Leads and/or contributes to the development of theories of change, Oxfam policy propositions and advocacy strategies, in co-ordination with relevant Oxfam Novib teams, country offices (other than Egypt CO), and with other relevant teams from within the wider Oxfam confederate structure.
  • Advocates for agreed policy propositions towards public and private global policy-makers and decision-makers, by means of letters, conversations, debates and the media.
  • Leads and/or co-ordinates when needed Oxfam advocacy (project) teams.
  • Initiates, co-ordinates and/or takes part in meetings and negotiations within Oxfam and if needed with other partners to bring about jointly the desired policy changes
  • Supports Egypt program staff on developing influencing strategies and programmes, and works with them to achieve advocacy results at the local and international levels (linking local to global).
  • Works with other departments and teams in Oxfam to contribute to the development and implementation of the wider policy work on Governance and Active Citizenship.
  • Initiates and/or works, in co-operation with other departments within Oxfam, on the development of projects and programmes that back-donors could fund.
  • Monitors the situation of Civil Society in Egypt, collects information on policy positions regarding civil society in Egypt of international actors, makes proposals for Oxfam strategic (re-)positioning and ensures follow up.
****Job requirements:****
  • A university level education, preferably including a background in Social/Political science and/or Middle East studies
  • At least 5 years of work experience in the field of policy development, influencing and advocacy, preferably with an international agency;
  • Good knowledge of the current developments in Egypt on Civil Society space, Governance and Active Citizenship and/or the wider regional context and/or international policy regarding Egypt.
  • Demonstrated analytical and strategic skills;
  • Excellent writing and communication skills;
  • Strong influencing and convincing skills and a track record of achieving advocacy results
  • Leadership skills and experience with working with cross-country teams and affiliate teams
  • Good knowledge of the NGO sector; a network with donor agencies is an asset, while also knowledge of the Oxfam confederation will be considered an asset.
  • Accustomed to working in complex political settings
  • Strong networking skills;
  • Willingness to travel abroad;
  • Fluent in English and preferably Arabic;
What we offer
Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The employee will be contracted by Oxfam Novib according to Dutch labor legislation. This is a position in scale 9 with a salary range between € 2.639,-- to € 4.061,-- gross per month based of a 36 hours week. We offer a contract until December 31, 2015.
This position is not based in Egypt.
We have a preference for applications living and/or working out of a location where Oxfam has an office.
