Child Protection Specialist, P-3, Bamako, Mali (NETI)

Purpose of the Position
Under the supervision of the Chief of Child Protection, this position is accountable for formulation, design, planning, implementation, monitoring and evaluation of Child Protection Programmes. More specifically, the position is responsible for the overall management and implementation of UNICEF Gender Based Violence (GBV) prevention, response, coordination and advocacy initiatives in Mali, with a particular attention on child marriage and female genital mutilation/cutting (FGM/C). The position will focus on improving the protective environment for children, particularly girls, through advocating for policy changes, by supporting government and coordination efforts to improve the well-being of girls and by promoting positive social norms at the community level. Following the priorities of the country office and the evolving security context in the country, the post will ensure GBV in emergency programming as appropriate while contributing to coordination efforts (including GBV Sub-Cluster and MARA).
Key End-Results Expected
1) Programme Planning, Development and Management: Enhance effective sectoral or inter-sectoral collaborative partnerships in planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring as well as analysis.
2) Promotion of UNICEF’s Global Goals: Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF’s mission, goals and programmes. Position Gender Based Violence (GBV) prevention and response at policy and coordination levels.
3) Knowledge Management: Promote knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country.
4) Rights-Based and Results-Based Approach: Promote the quality of rights-based Child Protection programmes through participation in the formulation of programme goals, strategies and approaches, collaborating with key partners to address the multiple aspects of the protective environment.
5) Sectoral Work Plan Development, Implementation, and Monitoring: Take primary responsibility for the development of the sectoral work plan and technical decisions as well as for programme management, implementation and monitoring in the area of Gender Based Violence (GBV).
6) Programme Delivery, Evaluation and Reporting:Ensure programme, sectoral or inter-sectoral, efficiency and delivery through a rigorous and transparent approach to evaluation of Child Protection programmes focusing onGender Based Violence (GBV).
7) UNICEF and Government Accountability: Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government as well as all implementing partners’ accountability.
8) Communication, Collaboration, Networking and Partnership: Ensure exchange of information and experience, and identify new strategies and courses of action to accelerate/improve delivery of services and achieve Child Protection programme requirements and objectives.
Qualifications of Successful Candidate
  • Advanced university degree, preferably in the social sciences, law or other relevant field.
  • Five years of professional work experience at national and international levels in child protection, including in addressing GBV (particularly Child Marriage and FGM/C) is required.
  • Background/familiarity with Emergency is required.
  • Fluency in English and French is required.

The successful candidate for this emergency recruitment MUST be available to commence work within 31 days of receiving an offer.

  1. Completion of an advanced university degree (Master's degree or equivalent) at the time of application;
  2. Proficiency in English and another official language of the United Nations;
  3. Readiness to be assigned to any UNICEF office worldwide, including hardship duty stations;
  4. At least 2 years of relevant work experience for functions at the P-2 level, and at least 5 years of relevant work experience for functions at the P-3 level. Relevant experience should include work in developing countries and in multicultural environments.
