Child Protection Specialist, P-3, Kinshasa, DRC (NETI)

Purpose of the Position
Under the direct supervision of the Emergency Child Protection Manager and, the overall guidance of the Chief of the Child Protection Section, the Child Protection Specialist will support the planning, administration, and implementation of Child Protection in line with the emergency working plan. The incumbent will assist in the coordination of the emergency preparedness and response at the national level, including the Sexual Gender Based Violence in Conflict, donor reporting, monitoring of grave child rights violations and supporting the Government of DRC implementation of the national Action Plan and the campaign “Children, not soldiers”.
Major duties and responsibilities / Key expected results
  1. Programme development and planning: Support the preparation of child protection programmes und UNICEF contributions to strategic discussions, particularly related to Children Affected by Armed Conflict (CAAC), Monitoring and Reporting Mechanism (MRM), Protection and Child Protections Working Group (CPWG), Cluster Protection and Humanitarian Advocacy Group (HAG).
  2. Programme Management, monitoring and delivery of results: Ensure the availability of accurate, complete and up-to-date information required for effective Child Protection in emergency programme and project design, implementation, management, monitoring and evaluation, including Sexual and Gender Based Violence in Emergencies. Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.
  3. Technical and operational support to program implementation:Provide technical guidance and operational support to different stakeholders on interpretation, application and understanding of UNICEF policies, strategies processes and approaches. Ensure the completeness and appropriateness of financial, administrative and supply documentation. Support maintenance of information system for child protection in emergency. Draft Child Protection in emergency donor proposals, contingency plans, relevant documents on the protection of children, MRM reports and other internal and external documents.
  4. Networking and partnership building:Ensure effective coordination, communication and networking through partnership and collaboration with partners, including the Country Task Force to implement the MRM/MARA, the GoDRC to y support Children-Disarmement, Demobilazation, Reintegration and all relevant emergency interventions, the Child Protection Working Group, Protection Cluster, U.N. agencies, MONUSCO and other relevant stakeholders.
  5. Innovation, knowledge management and capacity building: Support the sharing of knowledge and knowledge management with donors, media and other stakeholders as necessary/requested. Keep abreast, research, benchmark and implement best practices in child protection management and information systems to implementation and delivery of concrete and sustainable program results. Assess, institutionalize and share best practices and knowledge learned.
Qualifications of Successful Candidate
  • Advanced university degree in international development, human rights, psychology, sociology, international law and other social science field is required.
  • A minimum of 5 years of professional work experience in social development planning and management in child protection and/other related areas at the international level some of which preferably were served in a developing country is required.
  • Relevant experience in child protection, program/project development and management in a UN system agency or organization is an asset.
  • Experience in humanitarian contexts/emergency is required.
  • Fluency in English and French is required.

Remarks
The successful candidate for this emergency recruitment MUST be available to commence work within 31 days of receiving an offer.

  1. Completion of an advanced university degree (Master's degree or equivalent) at the time of application;

  3. Readiness to be assigned to any UNICEF office worldwide, including hardship duty stations;
  4. At least 2 years of relevant work experience for functions at the P-2 level, and at least 5 years of relevant work experience for functions at the P-3 level. Relevant experience should include work in developing countries and in multicultural environments.
