The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill several engineering positions (Senior Engineer, Cluster Engineer, Project Engineer) based in our Country Office in Juba, South Sudan to complete the construction and rehabilitation of roads throughout the country. Selected candidates will be offered an international consultancy or short-term international professional contract at P3 level for a period of 11 months, with possibility of extension.

Our Operations in South Sudan
WFP is providing support to the Government of South Sudan, and to State authorities to complete the construction and rehabilitation of roads throughout the country. At this time, the project is concentrating on ca. 1000km of ‘feeder’ roads in rural areas. The purpose of the project is to provide those rural communities engaged in food production with good quality and efficient transportation routes, to bring food produce to market. This will result in the promotion of greater food security and community resilience in the face of food shocks. The work will also connect communities to one another, to life opportunities and public services, including education, health, employment and public administration. Key Accountabilities
Reporting to the Lead Engineer and Deputy Country Officer in South Sudan, and under the technical supervision of the Chief Engineer, WFP Field Engineering Branch based at Headquarters, the Engineers will be responsible for the following core and generic duties:
Senior Engineer (Contracts/Roads) – manage contracts for road projects, liaise with Procurement, process payments, claims, contracts, etc.
Senior Engineer (Operations/Roads) – manage the implementation of road and bridge construction projects
Cluster Engineer – prioritise, oversee and implement engineering works
Project Engineer (Building Structures) – manage and coordinate engineering projects
- Provide technical advice and support on the implementation of WFP policies, standards, norms and practices including procurement procedures related to construction activities and engineering services to ensure that outputs meet the established quality standards and are compliant with wider WFP policies, procedures, guidelines and operations.
- Provide engineering and project management services, apply best practices, standards and innovative technologies, incorporating country-specific technical requirements that comply with WFP standards and processes.
- Manage and conduct analysis of project proposals to ensure business case and technical feasibility and that project objectives are attainable within prescribed resources.
- Conduct engineering site assessments of WFP facilities and develop remedial plans to ensure suitability to operational purposes, safety, and efficiency of structures and equipment in line with WFP policies, criteria and standards.
- Prepare accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders.
- Provide technical guidance that support a successful construction procurement process.
- Participate in discussions with partners, donors and stakeholders, exchange knowledge and experience, keeping abreast of construction and engineering technologies, to ensure implementation of innovative engineering solutions.
- Build the capacity of engineering teams to facilitate the continued development and high performance.
- Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.
- Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
- Perform other duties as required.
Qualifications & Experience Required*(scope of requirements will vary by positions)*:
Education:
- University degree in Civil Engineering or related discipline;
- Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognized equivalent by an appropriate national or international regulatory authority is desirable.
Experience:
- At least five years of postgraduate progressively responsible professional experience in civil or structural engineering;
- Experience with road, bridge, civil and building design/construction as well as site management;
- Experience with project planning, schedule management and resource scheduling;
- Experience in reviewing and processing payments and budget control;
- Experience with preparation, review and management of claims, variations and contract negotiations;
- Experience working in international development projects and in managing multidisciplinary engineering teams is highly desirable;
- Construction experience in harsh environment, coupled with lack of competent resource is desirable.
Technical Skills & Knowledge:
- Knowledge of road and bridge or building construction methodology development, staging and constructability reviews;
- Understanding and experience with management of FIDIC form of contract or similar international form of contract;
- Understanding of fire codes, MEP and multidiscipline interface management;
- Knowledge of cost management, budgeting and BOQ management;
- Understanding of all stages of project devotement;
- Knowledge of cluster/humanitarian coordination systems and requirements;
- Understanding of contract and procurement under UN system or similar public procurement environment is highly desirable.
