Programme Specialist, P-3, Nouakchott, Mauritania (NETI)

Purpose of the Position
Under the direct supervision of the Deputy Representative, accountable for knowledge management, programme, planning, design, implementation and administration of the programme commitment of a small - medium size country office with a broad range of components, in accordance with Country Programme Document and Country Programme Management Plan, HACT Assurance Plan, focused on achievement of UNICEF's Priorities.
Key End-Results Expected
  1. Ensure that area/country programmes are strengthened by effective knowledge management through data, collection and analysis, complete and accurate reporting.
  2. Contribute to the preparation of the Situation Analysis and Country Programme Document. Identify critical programme intervention point/measures and prepare programme work plans/recommendations/reports.
  3. Assist in establishing the programme work plan and monitor progress for compliance. Help to manage allocation and disbursement of programme funds, ensuring that funds are properly utilized.
  4. Undertake field visits to monitor and assess programme implementation to improve programme performance, as per the HACT assurance plan. Carry out a rigorous and transparent approach to evaluation exercises.
  5. Ensure that the rights based and results based programming approach is fully incorporated into all phases of programme and projects processes.
  6. Provide government authorities with technical support and guidance to plan and organize training programmes for the purpose of institutional capacities building and programme sustainability.
  7. Conduct policy analysis from a children’s and women’s rights perspective and advocacy at the national, community and family levels for establishing and elevating UNICEF’s credibility in national and international policy debates.
  8. Develop and maintain effective partnership and collaboration with internal and external counterparts for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking.
Qualifications of Successful Candidate
  • Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution.
  • Five years of relevant professional work experience. International and Developing country work experience (for IP) National or field work experience (for NO, GS).
  • Experience in emergency context.
  • Fluency in French and in English.

Remarks
The New and Emerging Talent Initiative (NETI) is an entry point for dynamic professionals interested in an international career with UNICEF. Aside from the qualifications indicated in the job description for this post, all NETI programme applicants must also meet the following minimum requirements:
  1. Completion of an advanced university degree (Master's degree or equivalent) at the time of application;
  2. Proficiency in English and another official language of the United Nations;
  3. Readiness to be assigned to any UNICEF office worldwide, including hardship duty stations;
  4. At least 2 years of relevant work experience for functions at the P-2 level, and at least 5 years of relevant work experience for functions at the P-3 level. Relevant experience should include work in developing countries and in multicultural environments.
