Project Manager - Rural Finance Outreach : Accra, Ghana

ABOUT THE ORGANIZATION: 
In 2005, Horus Development Finance set up an investment company, known as Advans SA SICAR (Advans), with its partners (EIB, FMO, CDC, IFC, FISEA (AFD group) and KfW). The Advans group currently spans eight countries: Cambodia, Cameroon, Côte d’Ivoire, Democratic Republic of Congo, Ghana, Nigeria, Pakistan, and Tanzania. Its mission is to build a network of MFIs in developing and emerging countries in order to cater to the financial needs of micro, small, and medium-sized enterprises, and low-income populations, which have limited or no access to formal banking services.
ABOUT THE JOB: 
Horus Development Finance is seeking a Project Manager - Rural Finance Outreach. S/he will be responsible for creating new loan products for micro, small, and medium-sized enterprises in rural areas. This project also involves improving the existing mobile solution (which at present essentially manages deposit collection in the field), and developing alternative delivery channels adapted to peri-urban and rural areas. 
Tasks and Responsibilities:
  • Design an approach for financing MSME in rural areas in order to serve players upstream and downstream in agricultural activities and, in a second phase, farmers. This will include carrying out a feasibility study, adapting loan and deposit services, identifying partners, and streamlining the delivery of these services;
  • Review the mobile collection service (scope, organization, and technological aspects), which is currently used in urban areas, in order to improve commercial performance and client satisfaction while reducing operating risks, and adapt it to lower-density peri-urban and rural areas;
  • Conduct an in-depth market study to identify new alternative delivery channels that could round out the existing mobile channel (agents, cashless outlets, electronic wallets, etc.);
  • Lead and coordinate the efforts of all relevant Advans Ghana departments (IT, marketing, risks, HR, etc.) involved in the creation of new products/channels;
  • After completion of a conclusive pilot phase, preparing and supervising the roll out of products and services in branches across the Ghanaian network;
  • Control the performance of existing loan products and services and making adjustments, if required;
  • Participate in the training of local staff, and make sure that the necessary skills are transferred to the Ghanaian manager identified to take over the project at the end of the project manager’s assignment in order to ensure that the results are sustainable.
Qualifications:
  • Master’s degree (or equivalent) from a business school or university, with a specialization in Finance, Economy, Banking, Telecommunications or Management;
  • About 5-8 years of experience in consultancy or project management for (retail) financial institutions or telecom companies, focused on developing products and/or delivery channels, specifically in rural areas;
  • Experience in mobile banking or the design/management of an agents network in developing countries would be a plus;
  • Knowledge of agricultural activities would be a plus;
  • Very good organization, planning, and analytical skills;
  • Excellent communication skills and ability to negotiate with internal and external partners;
  • Project management skills;
  • Ability to work well in a team and work under pressure with tight deadlines;
  • Fluency in English;
  • Ability to work in the field and to interact with clients and prospects;
  • Ability to transfer skills/knowledge and train teams.
