M&E Laboratory Technician Consultant

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in health-related projects implementation, either in humanitarian and development contexts.

Context and Consultancy’s aim

CCM Nairobi Office is responsible for the overall coordination of development initiatives, carried out in both Kenya and Somalia. Currently, CCM is present in Somalia with 2 Offices (Garowe and Hargeisa). CCM operates in Puntland in partnership with the Ministry of Health for managing the Garowe General Hospital and implementing a program aimed to strengthen CEmONC services in Garowe town. Further, as Global Fund sub-recipient, CCM is responsible for the monitoring & evaluation of all Somalia TB Centres.

The overall goal of the “Somalia TB program” is to reduce mortality and morbidity due to TB and prevent the development of anti-TB drug resistance with the objective of expanding DOTS activities in the country. The Monitoring and Evaluation Consultant will be responsible for conducting monitoring, supervision and on-job training of the staff deployed within the TB Centres supported by the Global Fund program and will report to the Tuberculosis Coordinating Team (TBCT) of Somalia through the CCM Somalia Programme Coordinator. The position is field based, with frequent travels from one location to another (Puntland, Somaliland, SCZ). Also a period of work in Nairobi is envisaged, for liaison purposes, report writing, consultation meetings and workshops.

Location: All Somalia (short stay in Nairobi for office work)

Consultancy duration: 6/8 weeks

Consultancy period: October-November 2015

Closing date for applications: 20/09/2015

Main tasks

· In collaboration with the Country National TB Programme (NTP), organize and conduct monitoring and evaluation visits in the TB Centers in Somalia, following the checklists and the other tools designed and/ or endorsed by the TBCT

· In collaboration with the Country NTP and on the basis of the M&E missions findings, organized and conduct on-job training on laboratory services and data analysis, record keeping and reporting

· Perform laboratory quality control according to WHO guidelines and standards

· Prepare and timely submit to the PC (as per the agreed schedule) reports on the monitoring and evaluation activities conducted, upon the completion of the clinics visit. Reports are to indicate an overall clinic performance, in summary as well as detailed analysis of lab work and clinical records in an attachment

· In close collaboration with CCM Somalia Programme Coordinator, regularly share and discuss M&E information with the Tuberculosis Coordinating Team

· In collaboration with the Clinical Supervisors, prepare and submit to the PC prior departure to the field, a work-plan of activities for the whole consultancy period

· In collaboration with the Clinical Supervisors, prepare and submit to the PC a detailed budget for the M&E activities in Somalia

· Make sure that the money transferred in the field is used according to the fund request approved by the PC and Country Administrator (CA) and respect the budget lines. Keep record of all financial transactions using the template given by the CA

· Timely report to the PC any issue concerned to the project implementation that may affect the smooth implementation of activities and/or request a specific communication with the donor

· Perform any other duty relevant to the objectives of the present consultancy as may be designated by the Project Coordinator and accept amendments to the job description as decided by the TBCT

Deliverables

For each TB center visited the M&E Consultant shall:

· Prepare with the Country NTP and share with the TB Centre team a clear visit agenda, with stated objectives and tasks to be carried on

· Assess the performance of the TB center, and in particular of the laboratory services, using the supervisory checklists designed and/or approved by the TBCT

· Operate in close collaboration and coordination with the Country NTPs

· While conducting the supervision visits, include components of on-job training for the local personnel of the TB center based on the M&E findings and performance gaps identified in previous visits;

· Promptly share the main findings of the supervisory visit with the personnel in charge of the TB Center and compile the CCM M&E visit’s register. A copy of the M&E visit’s register duly filled, signed and stamped by the in charge of the facility and the M&E Consultant shall be submitted to the Project Coordinator upon arrival in Nairobi.

· Prepare a comprehensive report for each TBU monitored using the template provided by CCM

Profile Requirements

Qualification

· Laboratory Technician/ Technologist Academic Degree

· Post graduate studies in Public Health, Infections Disease, Health Care Evaluation and similar are strong assets

Requirements

· Minimum five (5) years’ experience in monitoring and evaluation

· Excellent working experience in TBC sector and/or in TBC management and control

· Impeccable knowledge of Somali tongue (written and spoken)

· Excellent knowledge of English (written and spoken)

· Excellent narrative and technical reporting skills

· Excellent communication, listening and interpersonal capacities

· Proven working experience with local authorities

· Strong flexibility to travel to very uncomfortable, remote/isolated and difficult areas

· Proven ability to work under pressure, meeting deadlines

· Proven ability to work individually and in team

· Strong and proven capacity to respect and follow the Organization policies (i.e. security one) and the Country/local communities roles where the consultancy takes place

· Proficiency in Microsoft Office

Strong Assets:

· Previous working experience in Somalia

· Good knowledge of different donors (i.e.: EU, UN agencies, Global Fund)

· Good Knowledge of Global Fund framework
