The Carter Center is seeking a highly-qualified individual with project management and capacity-building experience to serve as Revenues Analysis and Trainings Coordinator for the Center’s Extractive Industries Governance Program in the DRC. The successful candidate for this independent contract position will coordinate the Program’s revenues research, analysis, advocacy, and capacity-building work, and will represent the program in interactions with key stakeholders.
Start date: Immediately
Location: Lubumbashi, DRC (travel to other regions of the DRC expected up to 50% of the time)
Length of assignment: Initial period of 6 months with the possibility of further extension
Key Responsibilities
- Under the direction of supervising staff, represent The Center’s extractive industry governance work in the DRC. Coordinate meetings with government officials, donors and other interested parties related to extractive sector revenue flows.
- Create, test, refine, and rollout plans, modules, and training exercises to facilitate revenues- related capacity-building of local civil society partners.
- Supervise and provide technical support to local partners in research and case study development related to the financial and fiscal aspects of extractive industry operations.
- Support the Extractive Industries Transparency Initiative (EITI) in the DRC through capacity building of civil society actors to understand, research, estimate and evaluate revenue flows of extractive industry operations.
- Collaborate with graduate student groups and academic partners in developing financial models to track the revenue flows of specific Congolese extractives projects, researching specific projects, developing training modules, or analyzing sector fiscal regimes.
- Conduct research and develop legal and policy recommendations on enhancing fiscal transparency and accountability of extractive industries in the DRC.
- Oversee the proper implementation of revenues-related project activities under multiple donor grants, including managing expenditures forecasts, and work plans.
- Manage local partners’ sub-grants and consultancies related to revenues activities as appropriate. Provide mentoring, coaching, and technical support to local partners as required. Monitor their activities, ensuring that outputs are produced according to their budget, project timeline and implementation plan.
- Working with the Monitoring & Evaluation Officer, monitor, evaluate and report on relevant projects. Contribute to donor reporting.
- Supervise staff, consultants, and volunteers as appropriate and directed.
- Provide input and advice to fundraising and proposal writing process.
- Carry out other project-related tasks as may be required and assigned.
Qualifications
- Bachelor’s degree in economics, accounting, taxation, law, natural resource (extractives) management, or related fields required; advanced degree preferred.
- 2-5 years of professional experience with extractive industries governance, project management and/or civil society capacity building required. NGO experience preferred.
- Written and verbal proficiency in both French and English required. Any verbal communication skills in one of the four national languages of DRC a plus.
- Familiarity with extractive industry fiscal regimes and solid knowledge of the EITI and related initiatives required; knowledge of EITI’s implementation in the DRC preferred.
- Strong writing and communication skills and competence with standard computer applications required, including strong proficiency with calculations/modelling in Excel.
- Strong analysis, problem solving, and prioritization skills. Strong interpersonal skills,cross-cultural understanding and the ability to excel in team environments are crucial. Prior training experience highly desirable.
- Work experience in DRC or neighbors a plus. Enthusiasm for improving governance of extractives to provide greater benefits for Congolese people highly desirable.
- Excellent organizational skills, high level of attention to detail, and ability to work under pressure and tight deadlines necessary.
- Availability to travel within DRC up to 50% of the time strongly preferred.
