Objective of the Assignment
Under the supervision of the Deputy Chief of Party, and in coordination with the Operations Manager, the Sudanese Long Term Logistics Officer will oversee daily logistics administration for the Sudan FARM II field office. In doing so, the consultant will conduct:
- Daily implementation of logistics, procurement, and supply chain management
- Asset management
- Fleet management
- Driving force management
- Field staff liaison
Role Description:
The Logistics Officer is responsible for the procurement and accounting of contractual equipment, stores and assets (for larger projects under the supervision of the senior Logistics Manager or Finance Manager whether based at the same location, regionally or at a home office). The appointee maintains accounts for the receipt and tracking of client and any Foreign Service National or vendor equipment and materials. The appointee manages all sub-accounts and managers in order to retain effective management of stores and equipment, ensuring all is maintained to the required operational standard, with supportive documentation meeting the client, or government s auditing requirements.
The Logistics Officer is responsible for all logistical issues affecting the project or program, advising the operational managers on logistics issues and upcoming requirements and procurement timelines. Advises on technical specifications for materials required to support the Program – seeking potential vendors and supporting the bid process to ensure fair and compliant procurement processes are met. Coordinates the procurement, repair, security and disposition of all security vendors’ procured or leased items.
Ensures procedures are in place so that all property is properly purchased, transported, secured, used, and otherwise accounted for. Administer the quality of materials and assets and conducts spot check and formal audits to ensure quality and contractual compliance needs are met and documented; and that rectifications are met should shortfalls be sighted. Supervises the ordering cycle for consumable items to ensure there are adequate supplies available for all end users while simultaneously ensuring that excess amounts are not purchased. Responsible for maintaining the Asset Registry, coordinating the procurement and registration of all materials, appropriate marking, tracking and eventual destruction or transition at the close of the project. Responsible for investigating loses or damages to items – providing reports to enable administrative actions and to document events and actions taken. Provides periodic reports on asset management and program issues. Supports general programmatic planning for long lead items.
Activities
• Supervision of international procurement and supply chain management at the end-user level to include daily coordination with shipping and transportation companies, inspections of incoming goods, final processing of purchase orders, administration of all documentation, tracking of goods using an asset registry, and continuous maintenance and accountability using pre-established systems.
• End-to-end implementation of local procurements to include the identification of needs and specifications in accordance with project needs, drafting and releasing requests for quotes, identification and selection of local vendors, drafting and completion of purchase orders, payments, inspection of goods, storage, inventory, asset registry and control, distribution, and receipt of all program material.
• Asset management to include regular maintenance and accountability of all project material in accordance with GOSS and USAID rules and regulations, daily and weekly reporting, regular physical inspections, and ensuring timely and proper maintenance and repair of all equipment
• Fleet management to include the maintenance and accountability of the vehicle fleet
• Recruiting, vetting, selection, administration, daily supervision, and tasking of the driver force
• Frequent travel to field to provide technical guidance and support to field based teams
• Liaison with program staff to continuously identify and update where logistics support is needed
Deliverables
- Will provide a weekly summary of key logistics issues and requirements.

- Will provide damage, loss or destruction reports when required.
