Background
MONTROSE is an international development project management and consultancy company providing support to clients operating in the developing world. Specialized in the sectors of health, education, rural livelihoods and private sector development, our clients include bilateral and multilateral development agencies, the private sector, Non-Governmental Organizations and other development stakeholders.
Overview of the Work
Montrose is carrying out a contract to contribute to improving learning outcomes in early grade learners in South Sudan through the establishment of:
· A set of diagnostic literacy and numeracy assessments (EGRA and EGMA) in local languages and English, alongside a broader systems diagnostic to support the longer term development of a national examination mechanism;
· A strategy to roll out the kits and assessments, along with the standards and benchmarks;
· The establishment of a set of learning standards and benchmarks for each grade in foundation phases in literacy and numeracy;
· A set of literacy and numeracy kits aimed at enhancing teachers’ performance and improving learning outcomes;
· An effective training of trainers for teacher educators/trainers to ensure a broader roll out of the project deliverables across the country.
Purpose of the Consultancy
The consultant will serve as an EGRA/EGMA Expert on Tangerine programming and assessor training to the team carrying out this consultancy. S/he will be responsible for programming tangerine with the developed EGRA/EGMA and teacher observation tools, training of the assessors, quality assurance during the data collection and handing over a cleared data set to the statistician carrying out the data analysis.
Scope of Work
The following tasks have been identified for this technical engagement:
- Programme Tangerine with EGRA/EGMA and lesson observation tool
- Setup the tablets prior to assessor training
- Prepare and conduct the 5-day training for assessors (incl. 1-day practice and IRR)
- Conduct daily distance review for quality assurance of the data that will be collected by the team undertaking EGRA/EGMA testing. Furthermore, be available to speak by telephone or Skype on a daily basis (if needed) with the Team Leader or any other manager he delegates for the task for the duration of the data collection.
- Clear the data set according so that I can be handed over to the statistician for data processing and analysis
Candidates will need to be available to mobilise immediately for travel to South Sudan.
