Project Description
The peak of violence that shook the capital city of Bangui at the end of September 2015 led to the destruction of houses and the forced displacement of thousands of people into camps and in neighbouring countries.
SOS Children’s Villages in Central African Republic (SOS CV CAR) seeks to facilitate the return of displaced and vulnerable households through the rehabilitation of their home that have been damaged or partially destroyed and a nutritional support.
Job Description
The Logistics and Security Officer leads and coordinates all logistics and security aspects of the emergency intervention of SOS Children’s Villages CAR in Bangui. He/she will ensure that all necessary technical means are available and in line with the project’s needs. He/she will also ensure that procedures and standards related to logistics and security are in place and respected throughout the project.
The ideal candidate will have demonstrated logistics experience in emergency/recovery contexts with good skills in warehouse management, ITCs and mechanical engineering. He/she will be well-organized and have good planning capacities and will also have good communication, negotiation and interpersonal skills to manage security issues.

Main tasks and responsibilities
- Logistics
****Warehouse management****
- Define and implement stock management procedures for the management, monitoring and tracking of goods;
- Supervise all activities related to the delivery of goods from internal/external suppliers and their reception in the warehouse;
- Ensure stocks maintenance, cleanliness, storing and security;
****Information Technology and Communications (ITC)****
- Define and implement procedures for the management, monitoring and maintenance of all ITC activities and equipment;
- Train the emergency team on the use of ITCs and ensure their effective usage by the team;
****Fleet management****
- Define and implement rules and procedures for the monitoring and maintenance of vehicles;
- Monitor fuel consumption on a weekly and monthly basis;
- Ensure the quality and availability of spare parts, monitor prices on the local markets and follow-up with suppliers;
- Identify a reliable service provider for the vehicle’s maintenance;
- Ensure the availability of vehicles according to the projects’ needs;
- Supervise the performance of all activities related to fleet management, including the use of vehicles, fuel consumption, the planning of movements and maintenance and repair;
- Security
- Draft a security and contingency plan in collaboration with the Emergency Coordinator Bangui ;
- Ensure that staff understand and implement security measures and procedures;
- Assess the security context to best anticipate potential security risks;
- Develop a network of formal/informal informants to receive and compile reliable information related to security in a timely manner ;
- Prepare and present a daily security briefing (incidents, potential risks, actions to be taken etc.) to the emergency team;
- Set-up and manage a security tree and define the role and responsibilities for each staff ;
- Ensure security of the warehouse ;
- Represent the emergency project Bangui during external security meetings and share security information with external organizations;
- Maintain a high level of communication with national/international armed forces and the civil-military coordination.
Profile and Requirements
- Minimum of 3 years of experience in logistics and security, preferably in emergency/recovery contexts;
- Hold a degree in logistics and security or in similar fields of expertise;
- Demonstrated experience in warehouse, fleet and ITC management ;
- Strong organizational and planning skills;
- Capacity to be pro-active with limited supervision;
- Good communication, negotiation and interpersonal skills; Is a team-player;
- Demonstrated understanding of the security and political context of the country is an asset;
- Proficient in French (writing and speaking); knowledge of Sango (writing and speaking) is an asset.
- Proficient in the use of Microsoft Office (Word and Excel).
