1. Global objective
This assignment will provide decision makers in the EU with a coherent proposal for a trans-regional action related to addressing the trafficking in human beings from the organised crime/security angle in line with the IcSP Regulation.
It will give sufficient background information and justifications to enable the European Commission make an informed decision on the proposed action's specific objectives and intervention logic in accordance with the EU's PCM methodology and aid delivery methods.
In addition to identity relevant areas of action, it should draw lessons learnt from the ongoing IcSP action and explore ways to further consolidate / complement relevant actions already being funded by the EU, putting a special emphasis on trans-regional and global cooperation.
2. Specific objectives
The specific objective of this assignment is to prepare all the necessary elements of an Action Document to implement a potential future six (6) MEUR project developed on the basis of this assignment as well as all the necessary elements of a contract to implement the action.
The precise geographic scope will be defined during this assignment and will take into consideration IcSP programming principles, on-going actions and needs assessment, as well as the ways and means for reaching the highest efficiency and effectiveness within the available budget.
As a starting point, the study should undertake a problem and stakeholder analysis which would include the main institutions or bodies involved on THB at national, regional, continental and international level. It should gather a comprehensive view on past, on-going and future activities supported by the European Commission (EC), EU Member States (EUMS) and other donors at national and regional level on THB as well as cooperation and capacity building on various THB aspects.
Furthermore, the study should identify possible options for the implementation of the action which would be in line with the EU rules for financing external action. It should analyse possible response strategies (e.g. studies, training, mentoring, legal and technical capacity-building, or a combination of these) and make recommendations for policy makers.
The study will indicate the general and specific objectives of the action and the activities to achieve them in line with Project Cycle Management methodology.

Key Expert 1 (Team Leader)
Qualifications and skills
ü Education of at least Master Degree Academic level in law, political science, social sciences or any other disciplines relevant to the assignment, or equivalent professional experience relevant to the assignment which must be above the general professional experience28.
ü Excellent general knowledge and understanding of anti-trafficking legislation and policies;
ü Excellent report writing skills;
ü Excellent organisational, communication, interpersonal and cultural sensitivity skills;
ü IT literacy (Minimum: MS Office);
ü Capacity to adopt multidisciplinary and cross-sector approaches in order to engage a variety of state and non-state actors.
General professional experience
ü At least 10 years of working experience in the sectors related to the lot, in particular organised crime and/or security sector issues.
ü Proven professional experience in identification and formulation of EU funded programmes including a very good knowledge of procedures as applied to various types of EU external assistance projects, including PCM;
ü Experience in regional and international justice/security sector cooperation is a strong asset;
ü Proven experience of working in a multi-cultural environment.
ü Specific professional experience
ü At least 8 years of working experience in the area of addressing trafficking in human beings;
ü Proven working experience in identification/formulation of EU funded programmes including a very good knowledge of procedures as applied to various types of EU external assistance projects, including PCM;
ü Proven experience of working in the field/developing countries;
ü Proven experience of working with THB stakeholders (ex. institutional, operational, civil society);
Language skills
ü Excellent in English, both in spoken and written language;
ü Working knowledge of French (or any other relevant language) is desirable.

ü Working knowledge of French (or any other relevant language) is desirable.
