Background:
Since 2004, CRS has supported integrated agriculture, education, water and sanitation, peacebuilding, health and nutrition and shelter programs with the aim of meeting basic needs and improving the coping mechanisms of conflict-torn populations. CRS receives funding for Education programming from the Common Humanitarian Fund, UNICEF and CRS private funding. In education, CRS builds schools, provides learning materials, trains teachers and parent-teacher associations, facilitates accelerated learning programs, builds community commitment and improves school Water, Sanitation, and Hygiene (WASH). There are current opportunities to expand further the school WASH component.
Primary Function:
Under the supervision of the Emergency Response and Recovery Coordinator (ERRC), the Education Program Manager will be responsible for the management of education programming in West and Central Darfur. S/he will have supervisory responsibility over a team in the Darfur field and sub-office, and is responsible for building their capacity. S/he ensures program quality of education activities and coordinates with other education stakeholders (national and local government, other NGO, UN bodies) in West and Central Darfur. S/he will contribute to the development of new education project proposals which, if successful, would also come under his/her project management.

****Specific Responsibilities****
****Assessment****
- Coordinate and lead assessments conducted by CRS, or participate in assessments conducted in coordination with other stakeholders.
- Assess in-country and community based human, material and financial resources to support his/her sector’s programs.
- Identify prior assessments and best practices in Darfur in his/her sector.
- Identify potential local partners for education and assess these local partners.
****Program Design****
- Contribute to the design and development of new education programs, in collaboration with the ERRC and Business Development Manager.
- Provide input on the project design of projects within other sectors, particularly by providing a child and youth lens.
- Ensure integration of program interventions with other resources and other relevant programs, particularly Food-for-Education (with the Food Unit), Agriculture and WASH.
- Develop letters of intent, Partnership Agreements and Technical Agreements with local government, NGOs and other stakeholders.
- Design and monitor capacity-building plans for local partners.
****Supervise and Coach programming staff****
- Directly supervise national staff Senior Project Officers and Project Officers.
- Foster national staff development and teambuilding through coaching and mentoring.
- Strengthen team’s technical expertise in education programming.
- Support program staff in project implementation, monitoring and evaluation.
- Identify training needs and opportunities for staff and organize/facilitate training events as appropriate.
****Program and Management Quality:****
- Manage and monitor projects’ expenditures and budgets. Review actual financial performance against the budget and explain variances on a regular basis.
- Ensure compliance with grant requirements and CRS administrative and operational procedures and policies.
- Develop and monitor project work plans.
- Ensure that program strategic objectives and results under his/her portfolio are fully accomplished and meet expected technical quality standards.
- Prepare accurate and timely progress reports.
- Oversee projects’ monitoring, evaluation, accountability, and learning (MEAL) systems, with technical support from the MEAL Manager. Be aware of MEAL requirements, both for CRS’ MEAL policies and procedures (MPP) and for donors. Work with Education, MEAL and partner staff to implement the MPP and donor MEAL requirements for assigned projects.
- Ensure that aspects of gender, peace-building, humanitarian accountability and Integral Human Development are fully considered throughout the project cycle.
- Oversee the development of sector-related manuals and other guides, as needed.
- Serve as a technical resource of education for CRS Sudan.
****Representation and communications:****
- Provide regular updates to the ERRC, Head of Office and the Head of Programming on progress, priorities and constraints.
- Represent CRS in technical and operational working groups and forums.
- Represent CRS in Darfur to different donors, local government authorities and other stakeholders. Seek out intelligence on future funding opportunities in education and youth.
- Attend staff coordination and management meetings.
- Identify and document success stories related to education projects.

Supervisory Responsibilities: Supervise Senior Project Officers and Project Officers.
Key Working Relationships:
Internal: Head of Office in Geneina, ERRC, Senior Project Officers, Project Officers, Program Managers, MEAL Manager, Head of Programming, Country Representative, other key staff in the Geneina and Khartoum offices, HQ Education team
External: Host country government representatives in West and Central Darfur, UN officials, NGO representatives, donor officials and local partners
Qualifications and Experience:
- A Master’s degree in a field related to international development and relief or education.
- Minimum of three years of relevant professional experience, preferably with an INGO in integrated community development programming, with proven experience in education programming strongly preferred. Experience with civil society development programming a plus.
- Understanding of relevant donor expectations and trends for education.
- Proven project design, proposal writing, report writing and donor communication required.
- Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to CRS’ mission.
- Computer proficiency with MS Office.
- Ability to transfer knowledge through formal and informal training.
- Willingness to travel approximately 30% of the time to remote areas of the country.

Physical Requirements/Environment: West Darfur-based that requires travel up to 30% of the time. This is an unaccompanied post.
Foreign Language Required: Fluency in spoken and written English and Arabic.
