INTRODUCTION
The position of Labour Statistician is one of the technical positions in a multi-disciplinary team at the ILO Decent Work Technical Support Team for South Asia/Country Office for India (DWT/CO-New Delhi). The DWT/CO-New Delhi provides overall technical support for the preparation, implementation, monitoring and evaluation of Decent Work Country Programmes in Afghanistan, Bangladesh, India, Nepal, Pakistan, Sri Lanka and the Maldives. The DWT/CO-New Delhi also provides strategic guidance in formulating policy and work programmes as required by the ILO country offices and the constituents in South Asia in close collaboration with the DWT-Bangkok, ILO Regional Office for Asia and the Pacific, and headquarters technical departments.

The Labour Statistician will be responsible for providing technical advisory services in the field of labour and decent work statistics and supporting relevant technical cooperation projects in the region. The position is the focal point in South Asia for a coordinated network of statistical activities managed by the Department of Statistics (STATISTICS) that include: (1) compilation and dissemination of labour and decent work statistics, (2) provision of technical assistance to countries and constituents, (3) setting the international statistical standards in the four pillars of decent work and (4) capacity building in quantitative skills.

Under the framework of the Global Technical Team for Statistics, the position will report to the Director of DWT/CO-New Delhi and will receive technical guidance and advice from the Director of STATISTICS. He/she is expected to collaborate with DWT members, the Regional Labour Statistician, Regional Economic and Social Analysis Unit (RESA) to support the Knowledge Strategy deliverables in the region.
Description of Duties
Specific duties

1. Plan, and coordinate the implementation of technical assistance to countries in South Asia and technical cooperation projects involving data collection, including household surveys (e.g. labour force, child labour, and income and expenditure surveys), establishment surveys, and administrative data records. Provide technical guidance on survey questionnaire development in accordance with international standards for measuring statistical concepts as well as on sample design, data processing and tabulations and data quality assessment. Identify needs, share findings with STATISTICS to further refine data collection tools and methodologies.

2. Provide advice and support to ILO's constituents in the application of international standards on statistical concepts, definitions, classifications and methods, including the Resolution of the 19th International Conference on Labour Statisticians 2013, guide them in their statistical development while ensuring international comparability, in agreement with the resolutions and recommendations of the International Conference of Labour Statisticians. Based on specific needs of the constituents in the region, provide feedback and substantive analysis to STATISTICS to further develop implementation guides and manuals.

3. Facilitate discussions, negotiations and work directly with national statistical offices, ministries of labour, social security institutes and other relevant national agencies responsible for producing and analysing official statistics regarding labour and decent work-related data and metadata for completeness, internal consistency, and plausibility in order to resolve data anomalies and definitional issues.

4. Coordinate partnerships with other organizations involved in the collection, dissemination and analysis of statistical information in the region, including ADB, ESCAP, World Bank, SARNET and others with a view to closer collaboration in the design and implementation of joint programmes.

5. Provide advice and formulate recommendations towards the advancement of RESA information sources and databases on labour and decent work indicators and prepare related policy briefs and evidence-based reports, in line with the ILO Knowledge Management Strategy.

6. Other duties as may be assigned as appropriate.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Responsible for the development of a work programme in a selected field of labour statistics and other related topics. Initiate, coordinate and ensure the collection, evaluation, processing and dissemination of statistical data. Develop appropriate methods, plan surveys and other statistical inquiries for obtaining the relevant data.

2. Supervise and coordinate establishment of databases.

3. Ensure the quality of collected data for accuracy, consistency and comparability.

4. Develop new or revise existing statistical methods and quantitative models for analyses and estimates.

5. Develop and revise international standards on statistical concepts, definitions, classifications and methods and write manuals to assist countries and other constituents in their statistical development while ensuring international comparability.

6. Provide administrative and technical backstopping, guidance and advice to other ILO technical departments; field experts and constituents of the Organization in the planning, operation and evaluation of statistical programmes.

7. Organize seminars, workshops, training sessions, expert meetings etc. within and outside the Organization. Represent the Organization at various meetings. Prepare relevant reports.

8. Promote cooperation and maintain liaison with other related fields within the organization and with relevant statistical agencies, both national and international.
Required Qualifications
Education
Advanced university degree in applied statistics or labour economics, with strong background in quantitative methods. Knowledge of computer science and its application to statistical work. Formal training in sampling techniques would be considered an important advantage.
Experience
At least eight years of professional experience or five years at the international level in the field of labour statistics, preferably with a focus on the South Asia region Experience in working in National Statistical Offices or in international organizations' statistical departments would be an advantage.

Demonstrated experience in: providing technical assistance in the planning and implementation of large-scale data collection and related statistical activities; drafting of statistics-based research and related reports; providing training on statistical and data management issues, preferably in the context of labour and decent work-related statistics.
Mastery of statistical software for applied work (Stata, SAS, SPSS or similar). Experience in survey questionnaire and sample design, data processing, data quality assessment, data analysis and in the development and application of household-based survey tools (e.g. labour force surveys, child labour surveys, household income and expenditure surveys, etc.), establishment surveys and administrative records for generating information on progress towards decent work is required. 
Languages
Excellent command of English. Knowledge of another working language of the Office (French, Spanish) or a language of the South Asia region would be an advantage.

Ability to: conceptualize statistical problems and find solutions; negotiate and agree on the transfer/exchange of information and to ensure the relevance and validity of statistical information for dissemination; Ability to coordinate statistical activities with other experts and statisticians, both in the field and headquarters and to collaborate effectively with national statistical offices and ministries of labour. Ability to initiate and execute projects; synthesize research and reach empirically based conclusions on related topics; formulate new concepts and methodologies, training materials, alternative courses of action and project proposals. Ability to prepare technical reports and advice, recommendations and standards; to evaluate and monitor technical cooperation activities and projects and supervise the work of junior staff.

Behavioural competencies
Good communication, presentation and negotiating skills, and appreciation of the tripartite structure and procedures of the ILO. Strong diplomatic skills. High standards of integrity, professionalism, personal discipline and impartiality.
Good interpersonal skills and proven team player; Ability to prioritize work and meet tight deadlines. Ability to work in a multicultural environment with gender-sensitive and non-discriminatory behaviour and attitude.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between November 2015 and March 2016. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependant rate of salary is paid in respect of that child);

  • 30 working days' annual leave;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in New Delhi, he/she may be assigned to any duty station designated by the Director-General of the ILO.
