NRGI is looking for either a Legal analyst or an Economic Analyst to manage NRGI’s technical assistance to the government of Guinea. This will be her/his main responsibility and account for approximately 75% of her/his time. S/he will be posted in the Ministry of Mines and Geology, and work daily with officials from the Ministry and the technical committee managing Guinea’s mining contract review process, to support institutional, legal and fiscal reforms.
The Legal/Economic Analyst will serve as the primary liaison between the Guinean government, NRGI management and technical staff, and other international experts brought in to support the Government’s efforts. S/he will provide technical contributions that will help Guinea bring its mining sector management more closely in line with international good practice and derive stronger long-term benefits from mining and petroleum.

The Legal/Economic Analyst will also be expected to liaise with NRGI’s Program Officer in Guinea, in order to ensure coherence with NRGI’s non-government (media, parliament, civil society,..) engagement in Guinea, but s/he will not be expected to manage or oversee civil society or media programming directly. S/he will also coordinate regularly with other international organizations active on issues of mining and petroleum sector governance in Guinea and West Africa.
For the 25% of her/his remaining time, the Legal/Economic Analyst will support other NRGI programming in government support and technical analysis in sub-Saharan Africa, with a focus on DRC, Nigeria and Ghana.

The Legal/Economic Analyst would be responsible for:
•Coordinating the comments of NRGI technical staff and advisors on draft extractives-related legislation and regulations, providing substantive comments, and coordinating drafting, presentation of conclusions and follow up of implementation to the Government.
•As requested, advising government officials on other elements of international mining sector practice, particularly vis-à-vis good governance and accountability, to promote an effective strategy for the management of the sector.
•Supporting the efforts of the Mining Contract Review Committee to execute a process that results in durable and transparent contracts that operate in the long-term interests of both Guinea’s citizens and investors, including by:
o Supporting the government’s efforts to secure and manage high-quality independent technical assistance from legal, technical and financial experts;
o Coordinating the inputs of NRGI technical staff and advisors related to the legal and economic analysis of mining contracts, and providing the analyst’s own contributions to such analysis;
o Supporting the committee’s transparency strategy, through regular public reporting, stakeholders’ meetings, and the management of a contract review website;
o Collecting and disseminating relevant experiences from similar processes in other countries, to help the committee benefit from international practice.
•With support from NRGI technical staff and advisors, assisting the Government in the legal and economic assessment of new mining projects.
•Liaising with NRGI technical staff, advisors and partner organizations, supporting the Government in communicating effectively on mining and petroleum sector reforms.
•Liaising with NRGI partner organizations, international donors and the diplomatic community, to promote harmony between extractive sector reforms and Guinea’s overall development strategy.
•Organizing missions for NRGI staff, advisors, and partners, and setting agendas for their meetings with Government officials and other key parties in Conakry.
•Contributing to analysis, research, training and technical assistance to other NRGI country engagements in Sub-Saharan Africa.

•5+ years’ relevant work experience;
•2+ years’ advising decision-makers on substantive policy issues in a developing country setting;
•Strong demonstrated analytical skills on legal and/or quantitative economic issues related to the development of effective national policy;
•Excellent oral and written skills in both French and English - Written and speaking fluency in French is required;
•Familiarity with the special challenges facing developing countries and the impact of transparent and accountable institutions on effective natural resource management, or sectors with similar characteristics (energy, infrastructure, large-scale industrial investments, etc.);
•Ability to work independently and think strategically in a high-stress environment;
•Strong understanding of the impact of political economy on policy-making;
•Demonstrated ability to communicate effectively with high-level policy-makers;
•Capacity-building experience;
•Law degree or master’s degree in economics, finance, public policy or related fields strongly preferred.

Compensation: Commensurate with experience.
Work Hours: Full-time position, approximately 40 hours a week
