Summary
The National Democratic Institute for International Affairs (NDI) seeks an expert with international experience in legislative and parliamentary affairs to coordinate and conduct training and consultations for members of parliament (MPs), parliamentary groups and committees, and parliamentary staff in Tunisia. The Program Manager will serve as one of NDI’s primary training resources for parliament, providing ongoing advice and support on legislative analysis and bill drafting, the functioning of legislative committees and party caucuses, government oversight, communication with constituents, and other needs identified by NDI and Tunisian parliament.
The Resident Program Manager will report to the Resident Country Director. The position is based in Tunis but could require travel throughout the country. NDI is seeking applications for this position immediately. Please note that employment for this position is subject to donor approval.

NDI’s program aims to help political leadership and key parliamentary institutions lay a foundation for efficient, constituent-driven legislating and oversight.

Primary Responsibilities
- Provide overall management—including designing and delivering trainings—for NDI’s governance program in Tunisia, with a particular focus on parliament’s roles (legislation, oversight, and representation);
- Provide ongoing coaching and training to MPs to strengthen their skills related to legislative analysis and drafting, parliamentary committee/commission work, and the functioning of parliamentary groups/caucuses;
- Advise parliamentary groups/caucuses on best practices and techniques to better operate, and to coordinate with parties and cabinet ministers in developing and implementing coherent parliamentary strategies;
- Develop individualized training/coaching plans and materials, in consultation with MPs and parliamentary staff, groups, commissions, and offices, based on their needs;
- Assist the Tunisian parliament with developing mechanisms and procedures for communicating with civil society and constituents and for conducting effective oversight of the executive branch;
- Oversee a parliamentary internship program for university students, providing guidance to MPs and parliamentary staff acting as intern supervisors, and managing training and ongoing support for interns;
- Provide day-to-day management, oversight, and mentoring of local program staff in the Tunis office;
- Develop and maintain relationships with key partners in civil society, government and the donor community;
- Ensure programmatic goals are achieved and operational and reporting requirements are adhered to; and,
- Consult regularly with Washington-based staff on program progress and draft and submit field reports to NDI/Washington that monitor and measure program results and political developments.
Required Skills & Experience
- Minimum of eight (8) years for Program Manager / ten (10) years for Senior Program Manager of relevant work experience in governance and parliamentary development or working with legislatures at the state/provincial or national level. Experience in the
- Middle East and North Africa preferred;
- Bachelor’s Degree, preferably in international development, political science, or management; graduate degree preferred. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
- Experience in democratic governance development, preferably with parliaments and political parties;
- Practical experience in organizational development, nonprofit management, program design, and strategy;
- Experience implementing USG-funded programs;
- Significant training experience and workshop design and facilitation skills;
- Ability to communicate skills and experience to others as a trainer and advisor;
- Demonstrated ability to effectively interact with all levels of staff, policy makers, senior political and civic leaders, government personnel, members of the donor and diplomatic community, and funders;
- Exceptional analytical skills to conduct and apply sophisticated political analysis to programmatic activities;
- Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
- Living/working experience outside of the US preferred;
- Experience working in a non-English speaking multi-cultural work environment and promoting staff development;
- Fluency in English required; Fluency in oral and written French and/or Arabic strongly preferred;
- Ability and willingness to travel to regional locations that may be remote and difficult to reach, and;
- Working knowledge of Microsoft Windows environment, Google applications, email technology, and spreadsheets.
