Finance & Administration Manager : Kumasi, Ghana

POSITION SUMMARY:
Key responsibilities will include coordinating financial accounting and general office services for a 4-year project funded by the U.S. Department of Labor (USDOL). The position requires initiative and exercise of independent judgment to solve finance, accounting and office administration related problems while maintaining a high level of integrity, transparency and accountability in all financial reporting. The Finance & Administration Manager will be responsible for maintaining Winrock’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Winrock policies and procedures, and donor requirements.
These responsibilities include the management of the accounts of the project offices, partners, and field offices, and coordinating with home office accounting staff and regional finance and operations staff. This includes ensuring staff follow the procedures, and donor requirements, including the policies of USDOL for procurement of goods and services. He/she will also be responsible for ensuring the project (Winrock and partners) adheres to local laws regarding contracts, payments, payroll, taxes, and local reporting requirements.
ESSENTIAL RESPONSIBILITIES:
Financial:
• Preparing projections for project annual, quarterly and monthly cash needs
• Making funds request from Home Office
• Making office related payments following Ghanaian law requirements and USDOL compliance requirements
• Recording all field based cash and bank transactions
• Undertaking field based bank and cash reconciliations
• Preparing monthly report on cash and bank accounts and submitting to Home Office
• Preparing monthly budget tracker and financial reports as needed
• Preparing monthly payroll and related taxes including the recording of severance and other applicable benefits.
• Liaise with various subcontractors (local NGOs) to ensure that Winrock receives appropriate accountability of all funds
• Possible training of local NGO partners on financial management
Administration:
• Preparing staff contracts, procurement purchase orders.
• Responsible of leases, service providers’ contracts.
• Creating and maintaining a user friendly and comprehensive filing system for the office
• Setting up an infrastructure and equipment inventory (asset register) for the office
• Working with the Office Assistant to facilitate field based procurements
• Implementing sound internal control practices in all project offices in accordance with Winrock policies and donor requirements
• Maintaining proper records for all workers in the field
• Working with the Finance and Administrative Assistant to maintain the Internet
• Assisting in welcoming visitors to the office
• Assisting in maintaining and streamlining medical and human resource records for the local staff
• Ensuring office related based licenses/records are maintained, including making sure that all fees/payments are made in a timely fashion
• Ensuring office compliance with all Ghanaian legal requirements and USDOL requirements.
• Assisting with annual audit as required.
• Helping manage mail deliveries including handling correspondence and dispatch/receipt to/from U.S.
Logistic Support:
• Maintaining open communication with Winrock’s Home Office to help arrange for local accommodations (housing, hotels, etc.) for volunteers, trainers and international visitors
• Working with the Finance and Administrative Assistant and Driver to ensure that vehicle logs are updated on regular basis; fuel and maintenance records kept; insurance up-to-date
• Assisting with special events, meetings, and conferences planning
• Any other duties as directed by the Project Director
SKILLS/QUALIFICATIONS:
• Bachelor’s or equivalent degree in Accounting.
• At least 5 years of relevant experience in donor-funded projects in accounting/financial management.
• Fluent in written and spoken English required.
• Familiarity with US Government regulations required; USDOL regulations preferred
• Experience using accounting software a plus;
• Experience in the management of field offices
• Ability to manage large teams of staff;
• Strong analytical and computer skills, especially spreadsheet and financial analysis; and
• Willingness to travel frequently.
