WORK CONTEXT
Cesvi has been working in Libya since 2011. Following the turmoil of mid 2014 the expatriate staff has been temporarily evacuated, guaranteeing the management by remote. From 2016, due to the current situation in Libya, Cesvi remote manages from Tunisia where the Country office is currently based to keep the coordination with the international partners and donors. Based on evaluation of existing situation and on-going security assessment Cesvi is planning to return to Tripoli with key initial expatriate staff.
Cesvi is providing a strength and enhanced integrated service in order to address the specific needs in term of protection of Refugees, Asylum Seekers and Mixed Migrant Communities affected by the ongoing unstable situation in Libya. Ongoing emergency projects (cash transfer and cash for work with protection components) are implemented in Benghazi and Tripoli.
The Country Representative will coordinate, by remote, effectively and efficiently the key staff in order to increase Cesvi presence within the country. Main tasks will be: implement Cesvi strategy (under the guidance of the HQ), directly coordinate the projects implementation process, maintain and reinforce the relations with partners, donors, Authorities and stakeholders.
JOB DESCRIPTION
The collaboration will start by the end of March 2016 / beginning of April 2016.
The main duty station will be Tunis, with field visits for all programs in Libya if the security conditions allow it.
The Country Representative will work under the direct supervision of Cesvi HQs Desk Officer.
Main tasks:
- S/He will represent Cesvi with donors, partners (including Alliance2015), stakeholders, sector working groups and coordination bodies and fora, and any other appropriate network aiming at raising Cesvi’s profile within the country.
- S/He will contribute to and be responsible for the implementation of the strategic vision and direction of Cesvi in Libya in the most efficient and effective way and to secure the necessary resources to ensure its realization.
- S/He will promote best practices.
- S/He will coordinate the Protection Officer (Expat), National Program coordinators and support the Country Administrator (HQ) in managing the administration unit.
- S/He will directly be responsible for field staff recruitment and coordination.
- S/He will directly plan projects activities.
- S/He will be responsible, in accordance with the deadlines, for the project reporting (activities planning, monthly program progress and final report of the projects).
- S/He will provide any potential amendment or extension of the projects within the due times.
- S/He will write new project proposals in coordination with HQ and the field.
- S/He will guarantee that all the activities are in line with donors’ and Cesvi’s procedures and rules.
- S/He will ensure operational excellence to achieve optimal efficiency and cost effectiveness in all functions and operations of the country office, whether quality/technical assistance, finance, material resource management, administration, information technology, audit, etc.
- S/He will work in close in collaboration with the Country Administrator in budgeting, forecast and control of financial flows and planning.
- S/he will be in charge of the registration process in Libya and Tunisia in coordination with the Legal department.
- S/He will assume the role of security manager.
REQUIRED COMPETENCIES
-University degree and/or at least 5 years' of proven management experience in leading the development and ensuring successful delivery of programme strategy within a humanitarian context.
-Experience/knowledge in Protection.
-Experience/knowledge of main donors (UNHCR, UNICEF, UNFPA, SDC, ECHO, Multi donors' Trust Funds, Italian MFA).
-Strong communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships.
-Proven capacity in managing donors' relations and in supporting and guiding the development of proposals and funds acquisition.
-Experience in building relations of trust with Local Authorities and Government Officials, including high ranking officers.
-Proven experience in personnel management and in capacity building of National/International staff.
-Strategic thinking and innovation.
-Fluency in English (written and spoken).
DESIRABLE COMPETENCIES
-Knowledge of Libya and MENA region (previous experience will be considered a plus).
-Knowledge of main donor's procedures and regulation.
-Strong experience in M&E.
-Strong computer skills including Microsoft Word, Excel.
-Knowledge of French
-Knowledge of Arabic will be considered a plus
