This is a 1-year Temporary Assignment within UNICEF, EMOPS.
The Office of Emergency Programmes manages a large-scale project to support UNICEF’s capacity to undertake effective humanitarian action, and has committed to a program of capacity-building of its ability and preparedness to use cash-based approaches in its humanitarian action, supported by DFID. Under the supervision of, and in collaboration with the Humanitarian Policy Adviser (Cash-Based Approaches), the position is responsible for supporting the development, coordination, monitoring and administration of this capacity-building and skills training investment, in conjunction with the relevant business owners.
KEY END-RESULTS
- Project development and management: Timely support is provided for the management of the field-based training component of a project that aims to increase UNICEF’s preparedness and capacity to scale-up its use of cash-based approaches in its humanitarian action.
- Coordination and communication: The training project and related capacity-building efforts are effectively coordinated and communicated with internal and external partners, donors, and between business areas and regional / country offices in UNICEF. UNICEF technical focal points systematically and routinely contribute to the scale-up of UNICEF’s capacity to use cash-based approaches.
- Monitoring and knowledge management: The capacity-building project is monitored, lessons and good practices are captured, and changes are implemented to increase UNICEF’s capacity and preparedness to scale-up its use of cash-based approaches in its humanitarian action.
KEY ACCOUNTABILITIES and DUTIES & TASKS
Project development and management • Support the coordination activities related to the grant actitivities, including weekly interagency teleconferences • Support the preparation of capacity-building and training plans with business owners. • Prepare reports, updates and training schedules or other reports as required. • Maintain training schedules and travel plans. Maintain the master schedule of activities. • With finance focal points, prepare budget and financial reports related to the project component. • Participate in budgeting decision-making and planning processes related to the capacity-building activities • With business owners, support the drafting of training plans, budgets and logical frameworks, linked with agreed capacity-building strategies. • With business owners, EMOPS senior management and the interagency cash-based approaches working group, support the identification and design of new initiatives.
Coordination and communication: • Contribute to the coordination of the work with and between business owners, particularly UNICEF regional and field offices, Supply Division, Programme Division, and others. • Support weekly coordination calls and quarterly coordination meetings. • Facilitate and ensure the input of various UNICEF technical and programme focal points as relevant to the use of cash-based approaches in humanitarian action • Contribute to the coordination of the work and information sharing with internal and external stakeholders. • Arranges briefings and stakeholder meetings with business owners, donors and external partners as needed • Prepare updates and reports to global project stakeholders • Together with relevant communication experts, develop and maintain a communication plan about the capacity-building efforts
Monitoring and knowledge management • Collect, analyse and communicate learning from the trainings to inform capacity-building, good practice and UNICEF’s humanitarian learning strategy. • Develop and maintain a record of capacity-building efforts and other related information on cash-based approaches. Support the development of milestones and capacity-building benchmarks. • With stakeholders, undertake analysis of capacity-building /training capacities and gaps. As needed, support rapid, localized capacity assessments. • Support the collection and analysis of information related to UNICEF’s use of humanitarian cash transfers. • Raise concerns and probability of missed deadlines and under implementation to supervisor. Identify and escalate decisions or unresolved problems in a timely manner. • Organize periodic meetings with internal and external stakeholders to discuss and share progress and learning from the capacity-building and training projects. • With Finance focal points and business owners, analyze and monitor allocation and expenditure of funds as relates to capacity-building and training efforts
JOB GRADE FACTORS P3 • Provide timely and effective advice, guidance and input on project management, good practices, capacity-building planning, implementation and monitoring. • Effective situation analysis and decision making competency in the working environment dealing with other UN agencies, donors and other important partners. • Make viable recommendations on project implementation, alternative approaches, and optimal utilisation of resources that contribute effectively to the ability of UNICEF to use cash-based approaches in its humanitarian action. • Conduct research, data collection & analysis requiring analytical thinking and planning at a professional level. • Provide briefing, training, support and/or guidance on the project to the EMOPS team and others, using communication and presentation skills, human relations skills and teamwork. • Holds contributory responsibility for effective and efficient planning, coordination, communication and administration of project activities that focus on increasing UNICEF’s preparedness for and ability to use cash-based approaches in its humanitarian action. • Holds contributory responsibility for strategic recommendations and decisions on the implementation of the training plans and capacity-development investments.
