OVERVIEW OF THE POSITION
Four years after the 17 February 2011 revolution, Libya continues to experience significant political instability, insecurity, and economic disruption. The country has two rival parliaments and governments since August 2014: the House of Representatives (HoR) in Tobruk with the Transitional Government in Al Bayda, and the former General National Congress (GNC) with the 'National Salvation Government' in Tripoli. Motivated by ideological and other differences, both sides claim legitimacy and are supported by complex networks of armed groups. In accordance with its mandate under United Nations Security Council Resolution 2213 (2015), the United Nations Support Mission in Libya (UNSMIL) has been actively engaged in efforts to mediate a political agreement on the establishment of a Government of National Accord (GNA). The formation of the GNA is a necessary step towards restoring state institutions and restart the stalled process of transition.
Once formed, the new government will face a daunting series of problems that range from urgent humanitarian needs and the breakdown of basic law and order, disruption to oil exports, rampant inflation of public sector pay and subsidies and a dramatic decline in foreign currency reserves, to inherited systemic fragility of an institutional apparatus that has been hollowed out over four decades. To gain the confidence of the Libyan people, prompt and decisive action is needed to improve security and the rule of law, restore services, and begin the process of rebuilding the fiscal and administrative system. Timely, coherent and well-coordinated assistance from the International Community is vital. In anticipation of a request from the GNA, the United Nations Support Mission in Libya (UNSMIL), the United Nations Development Program (UNDP), the United Nations Economic and Social Council for Western Asia (ESCWA), the World Bank, and the IMF, are working with the Libya Development Forum (a new initiative established by a group of respected Libyan policy-makers, academics, and entrepreneurs) to draft an interim support plan to help ensure the success of the transitional government.
In preparation for this interim support strategy, the UN in Libya will undertake diagnostic assessments of core government functions and also assessment of delivery of essential services. Expert analysis of the findings from these assessments will be used to agree concrete, specific inputs for the interim strategy. This consultancy is related to the diagnostics assessment of three core government functions, including:
§ Government Employment and Public Administration.
§ Local Governance.
§ Aid Management and Donor Relations.
The Client has recruited a Consultant to conduct three assessments in the above areas in advance of the next meeting of the Libya Development Forum in mid-December.
The Consultant will use the UN/WB Diagnostic Framework on Core Government Functions to undertake assessments in three areas:
§ Aid Management and Donor Relations.
§ Government Employment and Public Administration.
§ Local Governance.
GENERAL FUNCTIONS
The strong emphasis on data gathering and analysis in the assessments make it necessary for the Consultant to have access to high quality senior research support to complete the assessments with adequate substantive quality. Hence, a Senior Researcher will be recruited to assist the Consultant complete the Aid Management and Donor Relations Assessment. The responsibility of the Senior Researcher will be as follows:
§ Support the Consultant to conduct expanded primary data analysis with formulation of policy recommendations
§ Support the Consultant to organize additional focus group discussions with enhanced information gathering to add analytical depth of the assessments
§ Support the Consultant to complete a preliminary draft of the Aid Management and Donor Relations core government function assessment (by 31st March).
§ Support the Consultant to prepare the presentation of the preliminary findings from the Aid Management and Donor Relations Assessment. to the Libya Experts Forum on 31st March
§ Following comments/inputs from the World Bank and the client, assist the Consultant to finalize the Aid Management and Donor Relations Assessment
§ The ultimate finding from the Aid Management and Donor Relations Assessment will be delivered at the Libya Development Forum scheduled for the second quarter of 2016
Expected Outputs and Deliverables
§ Support the Consultant to conduct primary data analysis with formulation of draft policy recommendations completed (31st March).
§ Support the Consultant to draft the Aid Management and Donor Relations assessment, 15 pages (15th April).
§ Support the Consultant to conduct two presentations of the findings at the Libya Development Forum meetings (31st March and 2nd quarter of 2016.)
§ Support the Consultant to complete the Aid Management and Donor Relations assessment following receipt of inputs from the World Bank and the client (30th April).
Institutional Arrangement
Day to day oversight and management of the Senior Researcher will be carried out the Consultant in consultation with the Project Manager Political Dialogue project, Client’s Libya Country Director and the Senior Planning Advisor of the client Libya country office.
Duration of the Work
44 work days from 1st March – 30th April, 2016.
Duty Station
The Senior Researcher will be home based, in Libya, for the duration of the assignment
Scope of Price Proposal and Schedule of Payments
Deliverables are expected from the contracted party according to the following timetable.
Payments will be made in two tranches:
§ 1st Deliverable
First payment after the formulation of the draft policy recommendations completed
Deadline on 31st March 2016.
Payment will made on the number of days the consultant performed for the completion of deliverables (upon submission of a timesheet).
§ 2nd Deliverable
Second and final payment upon submission of completed, and the client accepted, Aid Management and Donor Relations Assessment.
Deadline on 30th April 2016.
Payment will made on the number of days the consultant performed for the completion of deliverables (upon submission of a timesheet).
ESSENTIAL EXPERIENCE
§ A university degree in Economics, Public Administration, Governance, International Development or related field;
§ A minimum of 5-10 years relevant experience.
§ Previous institutional reform and policy work experience from Libya would be a definite advantage.
§ Fluency in Arabic is a necessary requirement and strong written and oral communication skills in English would be a distinct advantage.
Technical Competencies
§ Relevance of educational requirements and years of experience.
§ Experience in research, data gathering and information processing related to aid management and donor relations in Libya.
§ Experience in aid management and donor relations or public administration in Libya.
§ Knowledge of the Libyan laws and regulations.
