Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, DRC’s Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced persons in Kenya, Yemen and Ethiopia. The Somalia programme currently has more than 250 staff and over 17 field bases, across Somalia. DRC Somalia implements broad emergency and recovery programming. Programmes are found within the core DRC sectors covering shelter/NFI, protection, WASH, livelihood and food security, and community development programmes
Purpose
The Junior Professional Officers (JPO) project is a capacity building initiative designed by DRC to offer young professionals an opportunity to pursue a career in grants management and development. Through this program, individuals are placed with the Horn of Africa & Yemen to gain exposure and experience while working for DRC enabling DRC to contribute to humanitarian capacity building efforts. The program is designed to run on rotational basis where an incumbent serves for maximum period not exceeding two years.
Working under the Program Development and Quality Manager, the JPO will support the Somalia team in ensuring timely and high quality program reports. S/he will support grants’ reporting and administration in the Program Development and Quality (PDQ) unit including designing and standardizing rapid assessment reports, developing/customizing grants tools, support data/information collection for select proposal processes, assist in drafting project proposals and other program literature targeted at both external and internal audiences. Depending on the workload, the JPO may be assigned follow up of specific donor grants. The JPO’s function will be tasked to conduct quick reviews of reports received from Area and Technical Managers, edit and refine such literature to standards which necessitate the reports to be disseminated externally.
Key responsibilities
• Formulate tools for collecting information/data from DRC Somalia field offices.
• Collate data on project progress and assist in conducting analysis of project progress against set milestones.
• Support the Program Development and Quality Manager and other program staff to develop new projects in Somalia, based on humanitarian needs and funding possibilities.
• Conduct field visits to perform needs assessments and train staff in data collection methodologies.
• Support program development through review of specific project proposals, concept notes and assessment reports.
• With input from the Area Managers, Technical Managers, Communications and Reporting Coordinator and the Grants/Compliance Coordinator, help produce high quality program progress reports as per donor and DRC requirements.
• Provide high quality review and assembly of program documentation including drafting editing and formatting.
• Assist in the development of donor reporting timelines and requirements template.
• Track and disseminate the most recent literature on humanitarian themes in Somalia.
• Collect and organize data from secondary sources for purposes of informing proposal development.
• Collecting and collating information from field teams, supporting teams and management in documenting ongoing activities in project/thematic area.
• Timely dissemination of reporting tools and requirements and follow up to ensure internal and external reporting deadlines are respected.
• Cross check data with other program staff to ensure that reporting generated accurately reflects program activities.
• Provide support in staff training needs assessment and assist in organizing corresponding training forums.
• Any other duties as agreed with supervisor.

Qualifications:
• University Degree in Social Sciences, International Development, International Relations, communication and development, Public Administration or related area.
• Minimum one year working experience with international NGOs or UN agencies.
• Knowledge of project development and management, including programme analysis and monitoring & evaluation.
• Demonstrated skills in analysing data, both qualitative and quantitative.
• Fluency in written and spoken English
• Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary

Contract: 1 year contract dependent on both funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A17. For qualified National staff the terms of employment will be in accordance with DRC terms for National staff.
