EXTERNAL AUDIT SERVICES

INTRODUCTION
The purpose of this proposal is to request for provision of external audit services to Heshima Kenya for financial year ending 31st December 2015 and FYs 2016- 2017. The contract will be renewable on annual basis based on performance
BACKGROUND
Heshima Kenya is a nonprofit organization established in January 2008. Heshima Kenya is incorporated in Kenya under the Non-Governmental Organizations Co-ordination Act.
Heshima Kenya provides shelter, education, vocational training, case management support and advocacy to participants and their children who have experienced the detrimental effects of war, the loss of their families, and, in many cases, kidnapping, rape, trafficking, unlawful detainment, and torture.
Heshima Kenya also mobilizes members of the refugee community through educational outreach.
Heshima Kenya’s grant and other revenues for the financial year ending 31st December 2015 is approximately Kes 103 Million.
DUTIES AND RESPONSIBILITIES
The auditor shall be charged with among others, the following responsibilities:
a) Conducting independent audit of the operations of Heshima Kenya in line with International Standards on Auditing, applicable laws and Financial Reporting Standards.
b) Expressing an opinion on whether the financial statements are prepared, in all material respect in accordance with the applicable financial reporting standards and frameworks.
c) Reviewing and evaluating Heshima Kenya’s systems of internal control and risk management and advising Heshima Kenya management on adequacy and effectiveness of the systems, and proposals for their improvement.
d) Reviewing Heshima Kenya’s Information Systems and related infrastructure
e) Providing any other value addition services such as tax advice.
REQUIRED PROFILE OF THE AUDIT FIRM
i. Be registered with the Institute of Public Accountants of Kenya (ICPAK) and its partners must hold current practicing certificate.
ii. Partners of the audit firm should have good standing record with ICPAK.
iii. The firm should have been in operation for more than 5 years with similar experience in auditing of not for profit organizations
iv. Should demonstrate it has the capacity, capability and experience required to undertake the audit with required timelines.
v. Quality Assurance Review by ICPAK will be an added advantage.
TENDER SUBMISSION
The firms meeting the above criteria are requested to submit their proposals as follows;
  • Its understanding of the terms of reference (TOR) and its capacity and capability to deliver on the TOR,
  • The methodology, work-plan and timelines for undertaking and completing the assignment, and the deliverables,
  • Appropriate references to demonstrate having the experience specified in the TOR
  • The CVs of key staff proposed to do the assignment,
  • Financial Proposal indicating the proposed fees and expenses.
Bidding firms should also submit the following documents with their proposals:
  • Proof of registration with ICPAK
  • Partner’s Practicing Certificates
  • Quality Assurance Review by ICPAK, if available
  • Confirmation that the firm and / or its partners and key staff are not aware of any conflict of interest which may exist with respect to Heshima Kenya
