Chair of the Channel Islands Competition and Regulatory Authorities (CICRA)

CICRA is two legally separate bodies: the Jersey Competition Regulatory Authority and the Guernsey Competition and Regulatory Authority. It has a single board, staff and organisation but operates independently with two different political-sponsoring departments in the two islands.
CICRA promotes competition and consumers' interests and by sharing resources and expertise between the islands, the authorities aim to ensure that consumers receive the best value, choice and access to high quality services.
This role requires a high calibre individual who will be able to demonstrate independence and sound judgement, combine responsibilities for both competition and regulation and will be required to operate at the highest levels.
It requires a minimum commitment of 30 days per year. If not resident locally, frequent travel to the islands is required.
The Role
  • Lead the Board, ensuring that it operates as an effective team.
  • Provide clear leadership, strategic direction and vision to CICRA.
  • Ensure that CICRA’s business is conducted in an impartial, open and efficient manner.
  • Ensure that CICRA communicates effectively to all stakeholders, including government.
  • Maintain a close working relationship with the Chief Executive, providing support, guidance and monitoring performance.
The Candidate
  • Significant experience at a senior professional level of both competition policy and/or utility regulation with a successful track record of achievement in their professional field.
  • Ability to chair a board as an effective, trusted and respected leader and demonstrable success in the development and delivery of a broad agenda.
  • A track record of building and managing relationships with complex and disparate stakeholders.
  • Experience of working with or at senior levels within politics or the civil service.
  • A strong personal presence with excellent leadership, ambassadorial and communication skills.
