Summary of Role:
The Chief of Party will be responsible for the overall leadership of the project and will provide strategic guidance, vision and leadership including coordination with key stakeholders and other implementing partners at the national, regional, district, and community levels. He/ She will oversee project work plan and budget development and monitoring with a particular focus on ensuring the technical integrity of the program. The COP bears ultimate responsibility for ensuring that grantees and sub-grantees meet PEPFAR and program requirements.
Essential Functions:
- Provide strategic technical, managerial, and fiscal leadership
- Ensure the outstanding performance by Project HOPE and its implementing partners
- Ensure compliance with USG fiscal policies and procedures
- Develop an integrated vision amongst the key stakeholders in support of the RRHS Initiative
- Serve as the principal lead for all program reporting and communications with the Government of Sierra Leone
- Directly supervise senior staff
Required Qualifications/Skills:
- A Master’s degree in public health, social sciences, or related degree, and at least 7 years of senior-level management experience in managing large and complex projects; or a Bachelor’s degree in public health, social sciences, or related degree, and at least 10 years of senior-level management experience
- At least 7 years of supervision experience supervising USAID, CDC, or PEPFAR funded projects;
- At least 8 years of in-country experience delivering development programs in a developing country;
- Advanced knowledge of US Government approaches and regulations
- Advanced knowledge of development assistance, means, values and principles
- Demonstrated strong leadership, communications, and interpersonal skills;
- Demonstrated experience working with host country government
- Fluent in English
Preferred Qualifications:
- Advanced skills and experience in all aspects of Program cycle management
- Proven coaching, facilitation, and communication skills
- Minimum of seven years COP, or equivalent, experience in support of large scale health programs in the region.
