The successful applicant will be required to:- Prepare Annual Audit Work Plans for the Department;
- Conduct quality assurance and review reports issued by Directors of Audit and advise the appropriate Ministries, Agencies and other Audited Institutions on matters raised in the reports;
- Review Notes for the Auditor-General's Report submitted by Directors of Audit prior to submission to AG;
- Review draft Auditor-General's Reports prior to submission;
- Follow-up PAC recommendations on AG's reports endorsed by National Legislature;
- Issue guidelines for AG's report to the Legislature on reports submitted by Government
- Provide inputs and proposals for the preparation of corporate/ strategic plan policies, procedures, budgets and financial statements to the PAC for approval and provide leadership in the formulation and implementation of the policies;
- Provide input to the Auditor General in the preparation of the GAC's Annual activity Report for onward submission to the PAC;
- Collaborate with the Auditor General in respect to recruitment, promotions, transfers, postings and staffing of Auditing departments, section/units;
- Advise the AG in the adoption of auditing standards, methodologies and as well as the certification of reforms in the public sector financial accounting systems relating to Ministries, Agencies and State Owned Enterprises;
- Institute discipline and ensure comportment of staff within the Audit Service and assist the Auditor General in the maintenance of discipline in the entire GAC;
- Report to the AG on monthly basis, review of performance/progress reports as submitted by Directors of Audit on periodical work undertaken by Engagement Teams working under their supervision.
- Prepare annual progress reports to the Auditor General matching targets against achievements and explaining variances/Gaps;
- Keep profile of all staff in his/her Department as regards their competencies;
- Review draft annual estimates for the Department before submission to Deputy Auditor General- Administration;
- Keep adequate records of all assets within his/her Department;
- Review Reports submitted by Directors on half year progress returns;
- Review Reports submitted by Directors on yearly and half-yearly programmes of work;
- Review performance appraisal reports of staff under his/her department and advise the AG on staff for promotion;
- Prepare annual Performance Appraisal Reports for all Directors in the department ;
- Undertake any other job that may be assigned by the Auditor-General.
Requirements
At a minimum, the ideal candidate must:• Be a Liberian citizen;
• Possess at least one professional certification such as CPA, CA or ACCA from a recognised professional accountancy body;
• Possess at least a Bachelor degree in accounting, finance, audit or a related field;
• Have a minimum of ten (10) years’ experience, including an understanding of the role of a Supreme Audit Institution;
• Be of high moral character, with integrity and impartiality, and has neither been convicted of any criminal offence nor judgement or been declared bankrupt in any jurisdiction.
