Project HOPE is currently seeking qualified candidates in anticipation of an upcoming project in support of the PEPFAR-funded, Health Resources and Services Administration (HRSA) Resilient and Responsive Health Systems (RRHS) Initiative. This initiative aims to support the implementation of Sierra Leone’s national health strategies and recovery plans to respond to emerging epidemics, to prevent, manage, and control HIV and other diseases and to improve population health outcomes. All positions are contingent upon award.
Summary of Role:
The DCOP is responsible for overseeing all programming, including ensuring the technical quality of services. The DCOP works with sub-partners to decide on targets, oversees the development and execution of community action plans, monitors the implementation of the work plans, works with the COP to facilitate operational capacity building initiatives, directly facilitates technical capacity building, and supports coordination with local government and other key partners.
Essential Functions:
- Oversee the overall technical management of the program, including day-to-day activities and oversight of sub-recipient activities,
- Supervise the M&E Specialist and team to ensure appropriate measurement of project impact
- Initiate and facilitate regular technical meetings to review program implementation, and identify measures to overcome implementation bottlenecks and enhance quality of deliverables
- Ensure daily operations of implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals
- Work with the COP to provide technical and administrative support in all aspects of the project and carry out any duties that may be assigned by the COP
- Assist the COP with all aspects of project operations including, technical oversight, human resources, recruiting and training and developing an organizational chart with distinct roles and responsibilities
- Support COP in compiling and disseminating high-quality periodic reporting in line with program requirements (quarterly and annual progress reports, quarterly financial reports etc.)
- Document lessons learned and organize learning and sharing opportunities between project and external stakeholders
Required Qualifications/Skills:
- Master’s degree (or equivalent) in Public Health, Social Sciences, or related field
- At least ten years of total relevant experience including seven years of experience in managing and implementing complex public health service delivery programs of similar scope and size in a development context
- At least three years mid-senior level experience in the areas of HIV/AIDS care and treatment, nutrition, malaria treatment, quality improvement/quality assurance, community health, human resources for health (HRH) development, and monitoring and evaluation (M&E)
- Demonstrated ability to work effectively with government representatives, local community organizations, donors, and other stakeholders
- Demonstrated experience in developing and working within approved work plans
- Demonstrated experience overseeing the development of activity budgets, managing activity costs, and monitoring program spending
- Demonstrated interpersonal skills and the ability/aptitude to work in a complex and changing environment
- Fluent in English
