Project HOPE is currently seeking qualified candidates in anticipation of an upcoming project in support of the PEPFAR-funded, Health Resources and Services Administration (HRSA) Resilient and Responsive Health Systems (RRHS) Initiative. This initiative aims to support the implementation of Sierra Leone’s national health strategies and recovery plans to respond to emerging epidemics, to prevent, manage, and control HIV and other diseases and to improve population health outcomes. All positions are contingent upon award.
Summary of Role:
The Human Resources for Health (HRH) Director will be responsible for supporting the government of Sierra Leone efforts to strengthen HRH as part of its efforts to strengthen the country’s health system. He/she will advance proven intervention to strengthen HRH performance, and provide support for innovation and scale-up of promising practices throughout the country.
Essential Functions:
- Support the Ministry of Health and Sanitation (MoHS) in strengthening cooperative relationships and collaborative working processes across sectors to achieve standardized systems management practices and health workforce regulatory requirements.
- Work with MoHS and relevant stakeholders in strengthening the governance and management of the health system through information gathering, evidence-based decision-making, needs-based planning, and maintenance of information systems that track health workers and services delivery practices, and quality assurance mechanisms.
- Work with MoHS leadership to develop management practices and HRH support systems that standardize recruitment, equalize salaries, promote retention, and encourage top performance of health workers
- Develop support for and promote the use of appropriate information and communication technologies to assist decision makers in integrating effective practices
- Develop and disseminate lessons learned to leverage the HRS systems in order to expand access to consistent, high-quality care to meet the health needs of the population
Required Qualifications/Skills:
- Master’s degree (or equivalent) in Public Health, Social Sciences, or related field OR equivalent medical clinical training
- Minimum of five years’ experience in support of health system strengthening programs addressing weakness in HRH, policy, leadership, management capacity and service delivery
- Demonstrated experience in improving the capacity of health systems to respond and adapt to planned an unplanned needs
- Demonstrated ability to develop collaborative relationships among the numerous partners and stakeholders
- Demonstrated ability to build consensus, understanding, and alignment between donor expectations and the various stakeholders
- Demonstrated interpersonal skills and the ability/aptitude to work in a complex and changing environment
- Fluent in English
