Project HOPE is currently seeking qualified candidates in anticipation of an upcoming project in support of the PEPFAR-funded, Health Resources and Services Administration (HRSA) Resilient and Responsive Health Systems (RRHS) Initiative. This initiative aims to support the implementation of Sierra Leone’s national health strategies and recovery plans to respond to emerging epidemics, to prevent, manage, and control HIV and other diseases and to improve population health outcomes. All positions are contingent upon award.
Summary of Role:
The Monitoring and Evaluation (M&E) Director will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts. S/he will lead analysis of data collected for assessment of progress and areas of improvement as well as measure program outcomes and impact. S/he will ensure a robust M&E data system to enhance the collection, management and analysis of program data and to track and report progress towards achieving results. S/he will guide reporting processes amongst technical staff and consolidates program reports, promote learning and share knowledge of best practices and lessons learnt. S/he will support all technical staff in M&E functions and will manage any M&E related staff in the program
Essential Functions:
- Provide direct support and technical assistance for the development and implementation of monitoring and evaluation system/framework including the M&E Plan which includes targets and a results framework.
- Manage the development and implementation of program evaluations, assessments and research activities
- Support the development and use of data capture tools and data analysis plans for reportable indicators at all levels, ensuring timeliness, quality and completeness of service data in line with the national and county information management systems and PEPFAR reporting requirements.
- Conduct annual data quality assessments on program indicators and routine data checks at the county and facility levels
- Research, compile, write, and submit information, including results and their analysis, for project reports, including the quarterly and annual reports, and respond to requests for data from stakeholders
- Develop forms and tools as well as procedures and timetables for the timely collection and submission of data, and train field staff on their use
- Prepare technical reports, summaries, protocols, qualitative and quantitative analyses based on results to assist project in adjusting program activities.
- Oversee the design and implementation of any assessments, special studies and operation research required by the Project.
- Collect and disseminate best practices and lessons learned from the project.
Required Qualifications/Skills:
- Master’s degree (or equivalent) in relevant discipline such as such as social science, public health, epidemiology, bio-statistics, mathematics, business, or international relations.
- At least seven years of experience designing and implementing monitoring and evaluating activities for complex programs in developing countries.
- Demonstrated experience in setting up and managing M&E systems that track performance of the project
- Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
- Research experience that includes leading and managing field teams, and developing protocols
- Demonstrated skills in quantitative data analysis and data management.
- Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts.
- Fluent in English
