Pre-Service Education Advisor, Health Resources and Services Administration (HRSA) Resilient and Responsive Health Systems (RRHS) Initiative

Project HOPE is currently seeking qualified candidates in anticipation of an upcoming project in support of the PEPFAR-funded, Health Resources and Services Administration (HRSA) Resilient and Responsive Health Systems (RRHS) Initiative. This initiative aims to support the implementation of Sierra Leone’s national health strategies and recovery plans to respond to emerging epidemics, to prevent, manage, and control HIV and other diseases and to improve population health outcomes. All positions are contingent upon award.
Summary of Role:
The Pre-Service Education Advisor will provide strategic and programmatic leadership to facilitate the quality improvement of evidence and competency-based education for nurse-midwives.
Essential Functions:
  • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of program activities in pre-service education for nurse-midwives
  • Develop new/Review evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials needed for implementation
  • Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to:
  • Reproductive health and family planning
  • Maternal health, including basic emergency obstetric care
  • Newborn health, including essential newborn care
  • Child health
  • Infection prevention and control
  • Provide “training of trainers” sessions, site strengthening, in-service and/or pre-service education, follow-up and supportive supervision to project-supported health facilities, as required by program activities
  • Coordinate assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites as required by program activities
  • Lead the formulation of approaches for scale up of pre-service education and training
  • Work with health care providers, local authorities, community members and program team members to identify [clinical, community-based] service delivery issues that impede access to care
  • Identify appropriate strategies to address pre-service education gaps
  • Identify clinical training needs and assist in the design and implementation of measures to address those needs
  • Formulate and test sustainable solutions to training gaps, utilizing cross-cutting approaches such as performance and quality improvement in pre-service education
  • Advocate with national, district and community-level health institutions to raise awareness about their role in improving education outcomes in pre-service education and health outcomes
  • Lead the design of the professional development pathway for local health care providers
  • Collaborate with all local stakeholders and implementing partners, especially the MOH and other US and international implementing partners, in order to ensure that all activities conform to the requirements and regulations
  • Conduct regular reporting to program and technical staff, of successes, challenges and lessons learned in implementation related to areas of technical expertise
  • Document and maintain an inventory of successful tools and approaches for pre-service education
  • Contribute to the development of business proposals, technical reports and publications as they relate to pre-service education
  • Author and co-author abstracts and presentations for journals and conference
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the program and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Ensure timely implementation of all program inputs related to pre-service education, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites
  • Assist in the preparation of donor reports and project reports
  • Oversee data collection, analysis and development of conclusions and recommendations to further strengthen program implementation
  • Ensure availability of resources/facilitate the procurement of equipment and supplies required for project implementation
Required Qualifications/Skills:
  • Physician, Nurse or Midwife
  • MPH preferred
  • Minimum of seven years’ experience in strengthening health service delivery or pre-service education
  • Minimum of five years’ experience in managing donor-funded projects and in the design and implementation of overseas health projects
  • Experience building capacity at individual and organizational levels
  • Skill in at least two or more of the following technical areas:
  • strengthening service delivery programs
  • training, pre-service education
  • performance and quality improvement
  • monitoring and evaluation
  • Experience with pre-service education
  • Strong skills in word processing and Excel spread sheets
  • Proven track record managing a project team composed of several technical experts and fostering team work
  • Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas
  • Fluent in English
