Proposal Objective:
SI is preparing a proposal for an upcoming USAID-funded monitoring and evaluation activity in Zambia focused on the health sector. The purpose of the activity is to provide the USAID/Zambia Health Office, implementing partners, local partners, and the Government of Zambia stakeholders with improved data systems and utilization.
Position Description:
SI is seeking a Health Management Information Systems Specialist will serve as a member of the evaluation team, and an expert on health management information systems, and other national health information systems. This position will be full-time and based in Zambia.

Responsibilities:
- Provide expertise in the transition process, and the functionality of the GoZ system, and assessing the preparedness of the current Government of Zambia HMIS’.
- Identify the information needed to understand shifts in data quality and assess data usage at the ministry levels.
- Serve as the team HMIS expert.
- Participate in the planning and briefing meetings, data collection, data analysis, development of evaluation presentations, and writing of the reports, as needed.
Qualifications:
- Bachelor’s degree in Health Management Information Systems, IT, MIS, Database Management or related field required; advanced degree preferred.
- Minimum five years of experience working with MIS, including a minimum of four years developing and/or managing health information systems.
- Familiar with DHIS-2 and similar national routine heath information systems.
- Knowledgeable about the electronic medical records system in Zambia.
- Experience with enterprise level monitoring systems such as Aid tracker, DevResults or other systems.
- Experience working with projects and at the local and national levels on data management, data quality, and use of data.
- Excellent interpersonal skills, including experience successfully interacting with host government officials, USAID/Zambia Health Office, and other relevant stakeholders
- Experience in conducting USAID evaluations of health programs/activities is highly desirable.
- English fluency required.
